Amends the Community-Integrated Living Arrangements Licensure and Certification Act. Provides that as a condition of being licensed by the Department of Human Services as a community mental health or developmental services agency under the Act, the agency shall certify to the Department that the agency will be responsible for compliance with the Health Care Worker Background Check Act. Effective immediately.

Creates the Intercity Development Act. Provides that certain economically distressed communities may appoint a Board of Economic Advisors, which shall create a 3-year to 5-year revitalization plan for the community. Provides that the Department of Commerce and Economic Opportunity shall make grants to communities that create a Board of Economic Advisors under the Act for the operational expenses of the Board. Amends the Illinois Horse Racing Act of 1975 and the Riverboat Gambling Act to authorize slot machine gambling at race tracks (and makes conforming changes in various Acts). Further amends the Illinois Horse Racing Act of 1975 to delete the recapture provisions and to repeal Sections concerning the pari-mutuel tax credit and the Horse Racing Equity Fund. Authorizes consolidation of 2 or more organization licensees. Further amends the Riverboat Gambling Act. Changes the short title to the Riverboat and Casino Gambling Act. Adds 4 additional owners licenses, one of which authorizes the conduct of riverboat or land-based gambling in the City of Chicago. Changes the admission tax. Increases the number of gaming positions an owners licensee may operate. Provides that unused gaming positions shall become the property of the Gaming Board, which may make the positions subject to competitive bidding by owners licensees. Requires owners licensees to pay a specified amount to the Gaming Board for deposit into the State Gaming Fund. Amends Public Act 91-40 to replace that Act's inseverability clause with a severability clause. Makes other changes. Effective July 1, 2007.
Amends the Riverboat Gambling Act. Changes the definition of "adjusted gross receipts" to exclude qualified contributions. Defines "qualified contributions" as monies paid by the owner licensee pursuant to a previous agreement with the Board to (i) Illinois-based 501(c)(3) organizations or (ii) a unit of local government for the purpose of promoting education, environmental, or economic development programs. Effective June 1, 2007.
Amends the Whistleblower Reward and Protection Act. Provides that the electors of any school district, public community college district, municipality, municipal corporation, or unit of local government may pass, by initiative petition and referendum, a binding ordinance adopting the provisions of the Act (at present, these entities may adopt the provisions of the Act by ordinance or resolution). Provides the requirements for filing a petition and hearing an objection to a petition.
Amends the Illinois Vehicle Code. Amends the Illinois Vehicle Code. Provides for the issuance of Sudden Infant Death Syndrome license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged an original issuance fee of $45 and a fee of $32 for each renewal. Provides that the additional original issuance fee and the renewal fee shall be deposited into the Secretary of State Special License Plate Fund.
Amends the Older Adult Services Act. Makes a technical change in a Section concerning the short title.
Amends the Property Tax Code. Provides that whenever, as the result of a final order of the Property Tax Appeal Board or any court, a property assessment is reduced for a tax year for which the taxes have already been paid and the subject property is still owned by the same person, entity, or a successor entity, the chief county assessment officer shall award to the taxpayer obtaining the order a compensatory assessment reduction for the next assessment year available for assessment adjustment. Provides that the amount of the compensatory assessment reduction shall be equal to the assessment reduction for the prior year or years as ordered by Property Tax Appeal Board or court and provides that the amount may be carried forward. Provides that the award of compensatory assessment reductions shall take place prior to and shall be considered in the determination of tax rates by the county clerk. Provides that the award of compensatory assessment reductions shall not affect the determination of the fair market value of the subject property or its assessed valuation once the compensatory assessment reductions have been exhausted.
Amends the Election Code. Provides that the portion of an election judge's daily compensation reimbursed by the State Board of Elections is increased by an additional $20.
Amends the Prevailing Wage Act. Makes a technical change in a Section concerning violations of the Act.
Makes an appropriation of $200,000 to the Illinois Secretary of State, as State Librarian, to fund the partnership between Citizens Library of Illinois-Comprehensive Knowledge Service and Health-E Illinois.
