Amends the School Code. Makes a technical change in a Section concerning the members of the State Board of Education.
Amends the Illinois Income Tax Act. Authorizes a credit to taxpayers who are wind turbine manufacturers equal to 30% of the Illinois income tax attributable to income from the sale of wind turbines. A taxpayer may claim the credit for only one taxable year. Provides that the credit may not reduce the taxpayer's liability to less than zero and may not be carried back, but may be carried forward and applied to the tax liability of the 3 taxable years following the excess credit year. Effective immediately.
Amends the Intergovernmental Cooperation Act. Makes a technical change in a Section defining terms under the Act.
Amends the Illinois Insurance Code. Makes a technical change in a Section concerning the short title.

Creates the Internet Voting Act of 2011. Contains only a short title provision.
Amends the Public Utilities Act. Makes a technical change in a Section concerning the definition of "telecommunications carrier".
Amends the Illinois Income Tax Act. Provides that, for taxable years beginning on or after January 1, 2011 and ending on or before December 31, 2013, each taxpayer with an adjusted gross income of less than $250,000 is entitled to a credit in an amount not to exceed $7,500 if (i) the taxpayer purchases a newly constructed home during the taxable year, (ii) the home is the taxpayer's principal place of residence on the last day of the taxable year, and (iii) the assessed value of the residence is less than $500,000. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero. Effective immediately.
