Amends the General Assembly, State Employees, State Universities, Downstate Teachers, and Judges Articles of the Illinois Pension Code. Makes a technical change in the Sections creating those retirement systems.

Amends the Department of Public Health Act. Makes a technical change in a Section concerning the powers of the Department.

Amends the Collection Agency Act. Makes a technical change in a Section concerning the short title.

Amends the Nursing Home Care Act. Provides that a restraint may be used only with the informed consent of the resident, the resident's guardian, or the resident's representative (rather than the resident, the resident's guardian, or other authorized representative). Provides that psychotropic medication shall not be prescribed without the informed consent of the resident, the resident's guardian, or the resident's representative (rather than the resident, the resident's guardian, or other authorized representative). Effective immediately.
Amends the Consumer Installment Loan Act. Makes a technical change in a Section concerning a license required to engage in the business of making loans of money in a principal amount not exceeding $40,000.
Amends the Liquor Control Act of 1934. Makes a technical change in a Section concerning retail sales on Sundays.
