IDPH-CELL PHONE USE BY MINORS

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires the Department of Public Health to adopt rules establishing public health advisory guidelines concerning the use of cellular telephones by persons under 18 years of age.

TX COLLECTION-CONFIDENTIALITY

Amends the Tax Collection Suit Act to provide that in addition to any other authorized methods used to collect delinquent taxes, the Department of Revenue may contract with private collection entities, make public any personal information collected by the Department, or implement other methods of collection deemed necessary by the Department. Provides that before the Department takes measures that make public any personal information, it must give a 30-day written notice to the delinquent party. Provides that if the delinquent party remedies the delinquency, the Department shall keep the information confidential. Amends the Illinois Income Tax Act, the Retailers' Occupation Tax Act, the Cigarette Tax Act, the Cigarette Use Tax Act, the Property Tax Code, the Illinois Estate and Generation-Skipping Transfer Tax Act, the Messages Tax Act, the Gas Revenue Tax Act, the Public Utilities Revenue Act, the Water Company Invested Capital Tax Act, the Telecommunications Excise Tax Act, and the Telecommunications Infrastructure Maintenance Fee Act to make an exception to the confidentiality provisions of those Acts. Effective January 1, 2004.

RIVERBOATS-SELF EXCLUSION LIST

Amends the Department of Revenue Law of the Civil Administrative Code of Illinois. Deletes the provision that limits the grant of peace officer powers to Department of Revenue investigators assigned to the Illinois Gaming Board to the enforcement of offenses or violations occurring or committed on a riverboat or on the dock of a riverboat licensed under the Riverboat Gambling Act. Amends the Riverboat Gambling Act. Makes changes concerning the powers of the Gaming Board. Provides that provisions concerning owners license applications are applicable to the transfer of ownership interests in an owners license. Provides that the Board may change the fee for a suppliers license to a graduated fee based on the amount of business transacted by the applicant in Illinois. Makes changes concerning the qualifications for an occupational license. Deletes provisions authorizing a person who is at least 18 years of age and who is an employee of a riverboat gambling operation to be present on a riverboat. Provides that persons may place themselves on a Self-Exclusion List. Provides that persons on the list shall not knowingly be permitted on a riverboat. Provides that any chips, tokens, or other wagering instruments found in the possession of a person on the list shall be donated to a problem gambling charitable organization. Provides that a person under 21 years of age who enters upon a riverboat commits a petty offense. Provides that, for the purpose of determining the amount of wagering taxes owed by a licensee, the licensee's annual adjusted gross receipts shall be reduced by an amount equal to the amount of certain charitable contributions made by the licensee. Makes other changes. Effective immediately.

ELEC-CONTRIBUTION DISCLOSURE

Amends the Election Code. Changes from $150 to $5 the minimum aggregate campaign contribution or expenditure that must be disclosed per contributor or recipient.

H/ED-TEACH ILL SCHOLARSHIP

Amends the Higher Education Student Assistance Act. Requires the Illinois Student Assistance Commission to implement and administer a teacher scholarship program, to be known as the Teach Illinois Scholarship Program. Requires the Commission to annually award scholarships to persons preparing to teach in areas of identified staff shortages. Requires the recipient to accept employment to teach in an elementary or secondary school in Illinois in an area of identified staff shortage for a period of at least 5 years.
