Amends the Property Tax Code. Creates the Senior Citizens Tax Freeze Homestead Exemption. Provides that, beginning with taxable year 2004, a person who meets requirements similar to the Senior Citizens Assessment Freeze Homestead Exemption provisions, excluding the income restrictions in those provisions and adding a 20-year owner-occupant requirement, shall receive an exemption from property taxes in an amount equal to the difference between what the property tax bill for the residence would be in the taxable year minus the base amount. "Base amount" is defined as the property tax bill for the first year of eligibility for this exemption or the Senior Citizens Assessment Freeze Homestead Exemption, whichever is earlier, plus any increase in the bill resulting from any added improvements thereafter. Provides that a property eligible for the Senior Citizens Tax Freeze Homestead Exemption is not eligible for the Senior Citizens Homestead Exemption or the Senior Citizens Assessment Freeze Homestead Exemption. Amends the State Mandates Act to require implementation without reimbursement from the State. Effective immediately.

Amends the Illinois Pension Code. Allows transfer of law enforcement service credits from a downstate police pension fund or the Cook County pension fund to the Chicago police pension fund. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Chicago Firefighter Article of the Illinois Pension Code. Provides that if a fireman whose application for either duty disability benefits or occupational disease disability benefits has been denied brings an action for administrative review challenging the denial of those benefits and prevails in that action, the prevailing fireman shall be entitled to recover from the Fund court costs and litigation expenses as part of the costs of the action. Effective immediately.
Amends the Health Maintenance Organization Act. Makes technical changes in a Section concerning the short title.
Amends the Chicago Firefighter Article of the Illinois Pension Code. Changes the definition of salary to include the full amount of ambulance commander and EMT compensation. Allows certain persons to have their salary for pension purposes retroactively adjusted to include the full amount of ambulance commander compensation previously received, upon payment of the corresponding employee contributions, without interest. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Currency Exchange Act. Makes a technical change in a Section concerning the short title.
Amends the Chicago Police Article of the Illinois Pension Code. Beginning January 1, 2005, increases the duty disability benefit to 75% of the current salary attached from time to time to the rank held by the policeman at the time of removal from the police department payroll. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Liquor Control Act of 1934. Makes a technical change in a Section concerning the short title. Amends the Beer Industry Fair Dealing Act. Makes a technical change in a Section concerning the short title.
Amends the Mobile Home Park Act. Provides that a mobile home park existing and licensed by the Department on the effective date of this amendatory Act of the 93rd General Assembly may consolidate 2 or more licensed sites into a single site. Effective immediately.
Amends the Metropolitan Water Reclamation District Act. Increases the amount of debt that the District may issue during a budget year, from $100,000,000 to $150,000,000. Effective immediately.
