Appropriates the sum of $2,100,000 from the General Revenue Fund to the Illinois Criminal Justice Information Authority for a grant to Safer Pathways to support the Supportive Reentry Network Collaborative. Effective July 1, 2026.

Appropriates $16,358,900 from the General Revenue Fund to the Department of Human Services Rehabilitation Services Bureau for grants to independent living centers. Effective July 1, 2025.

Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that it is the duty of the Department of Central Management Services to provide free menstrual hygiene products in all State government buildings and in any public restrooms maintained by the State government that are not designated as male-only restrooms. Provides that it is the policy of the State of Illinois to provide free menstrual hygiene products in all State government buildings, unit of local government buildings, and school district buildings, and in all public restrooms maintained by any of those entities that are not designated as male-only restrooms. Provides that the Department shall coordinate with units of local government and school districts and may award grants to units of local government or school districts to effectuate this policy. Provides that the Department shall coordinate with school districts to ensure that, in the case of the provision of menstrual hygiene products in school restrooms, the employee or third-party contractor who is normally responsible for ordering, stocking, and replenishing the supply of toilet tissue and paper towels in school restrooms shall also be responsible for ordering, stocking, and replenishing the supply of menstrual hygiene products in the school restrooms. Allows the Department to adopt rules. Effective January 1, 2026.

Makes various appropriations from the General Revenue Fund to the Department of Human Services and the Illinois Housing Development Authority for housing programs and related services for formerly incarcerated individuals. Effective July 1, 2025.

Amends the Illinois Insurance Code. Sets forth provisions requiring an individual or group policy of accident and health insurance amended, delivered, issued, or renewed in this State on or after January 1, 2028 to provide coverage for up to a 12-month supply of prescription hormone therapy, and the necessary supplies for self-administration, that is prescribed by a network provider within the provider's scope of practice and dispensed at one time for an enrollee by a provider or pharmacist, or at a location licensed or otherwise authorized to dispense drugs or supplies. Amends the Pharmacy Practice Act. Provides that, notwithstanding any other provision of law, a dispensing provider or pharmacist shall dispense, at a patient's request, up to a 12-month supply of a prescription hormone therapy and the necessary supplies for self-administration pursuant to a valid prescription that specifies an initial quantity followed by periodic refills, except as specified. Amends the State Employees Group Insurance Act of 1971 and the Illinois Public Aid Code to require coverage under the provisions of those Acts.

Specifies that the Act may be referred to as the Rabies Vaccination Access for Shelters and Public Health Act. Amends the Veterinary Medicine and Surgery Practice Act of 2004 and the Animal Control Act. Allows a licensed veterinarian to delegate rabies vaccination within an animal shelter, animal control facility, or government-authorized public health vaccination clinic to a certified veterinary technician or trained shelter vaccine administrator who is acting under the veterinarian's indirect supervision. Requires written protocols, training verification, and oversight by the supervising veterinarian. Directs the Department of Financial and Professional Regulation under the Veterinary Medicine and Surgery Practice Act of 2004 and the Department of Agriculture under the Animal Control Act to adopt rules within 12 months of the effective date of the amendatory Act. Effective January 1, 2027.

Amends the Illinois Notary Public Act. Provides that every applicant for appointment and commission as a notary shall complete an application in a format prescribed by the Secretary of State stating, among other things, that the applicant has not been convicted of a felony within the 10 years immediately preceding the date of application (now, the applicant must state that the applicant has not been convicted of a felony).

Amends the Fair Patient Billing Act. In provisions concerning hospitals and their agents pursuing collection actions, provides that, for any legal action initiated against a patient for unpaid medical debt, a hospital may not file for or be granted a lien upon that patient's primary residence or on any other real property owned by the patient. Effective January 1, 2027.
