Amends the Emergency Telephone System Act. Provides that an entity that installs or operates a private business switch service shall install and operate that service such that when a user dials the digits "9-1-1" the emergency call can be connected to the 9-1-1 system without first dialing any number or set of numbers. Sets forth penalties for failing to comply with the requirements of this amendatory Act. Effective immediately.

Amends the Compassionate Use of Medical Cannabis Pilot Program Act. Includes myoclonic-astatic epilepsy in the definition of "debilitating medical condition". Provides that the Department of Public Health shall adopt rules for the issuance of a registry identification card for qualifying patients who are under 18 years of age and suffering from myoclonic-astatic epilepsy.

Amends the Regional Planning Act. Requires the Commission on Government Forecasting and Accountability to hold a public hearing within 30 days after the Governor's Budget Address to the General Assembly to consider CMAP's annual report and its impact on the State budget. Sets forth notification requirements. Effective immediately.

Amends the Election Code. Provides that every school board shall offer to the appropriate officer or board having responsibility for providing polling places for elections the use of any and all buildings under its jurisdiction for any and all elections to be held, if so requested by such appropriate officer or board. Provides that, for the day of the election, a school district is encouraged to (i) close the school or (ii) hold a teachers institute on that day with students not in attendance.

Amends the School Code in provisions concerning bullying prevention. Sets forth definitions for "policy on bullying" and "restorative measures". Makes changes concerning the creation, maintenance, and implementation of a policy on bullying. Deletes the requirement that each school district, charter school, and non-public, non-sectarian elementary or secondary school must communicate its policy on bullying to its students and their parent or guardian on an annual basis. Provides that on an annual basis, school districts, charter schools, and non-public, non-sectarian schools are required to collect, maintain, analyze, and submit to the State Board of Education data relating to the prevalence of bullying within the school district or non-public, non-sectarian elementary or secondary school, as well as the climate of the school district or non-public, non-sectarian elementary or secondary school. Moves the provision concerning the right to exercise free expression or the free exercise of religion or religiously based views protected under the United States and Illinois Constitutions. Effective immediately.

Amends the Supreme Court Historic Preservation Act. Makes a technical change in a Section concerning the short title.

Proposes to amend the Judiciary Article of the Illinois Constitution concerning the retention of Supreme, Appellate, and Circuit Judges. Creates a Judicial Retention Commission in each Judicial District to evaluate the qualifications of Supreme and Appellate Court Judges seeking retention and creates a Judicial Retention Commission in each Judicial Circuit to determine the qualification for Judges for retention in the Circuit. Provides for the impaneling of additional Judicial Retention Commissions in a Circuit if more than 40 Judges have filed a declaration of candidacy for retention. Provides that Judges found unqualified by the Commissions may seek retention in retention elections. Provides that Judges found qualified are retained in office. Effective upon being declared adopted under Section 7 of the Illinois Constitutional Amendment Act.

Creates the Conversion Therapy Prohibition Act. Defines "mental health provider" and "sexual orientation change efforts". Provides that no mental health provider shall engage in sexual orientation change efforts with a person under the age of 18. Further provides that any sexual orientation change effort attempted on a person under the age of 18 by a mental health provider shall be considered unprofessional conduct and that a mental health provider found to have engaged in a sexual orientation change effort shall be disciplined by the licensing entity or disciplinary review board with competent jurisdiction.

Mourns the death of Vernita Gray of Chicago.

Amends the Code of Civil Procedure. Makes a technical change in the short title Section.
