Amends the Property Tax Code. Exempts from the Code all property owned by an entity created by a county or by one or more municipalities by ordinance or intergovernmental agreement for the purpose of acquiring tax-delinquent, low-value, or other troubled property and returning it to productive use. Provides that when a government unit acquires property by acceptance of a donation, all due or unpaid property taxes and existing liens for unpaid property taxes imposed or pending under any law or ordinance of this State or any of its political subdivisions shall become null and void. Effective immediately.

Creates the Employee Paid Health Care Time Act. Provides that employees shall accrue paid health care time at a rate of not less than one hour for every 22 hours worked for an employer with 50 or more employees and at a rate of one hour for every 40 hours worked for an employer with fewer than 50 employees. Sets forth purposes for which paid health care time may be used. Applies to employers employing one or more individuals. Defines terms.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning the Pollution Control Board.
Amends the Metropolitan Transit Authority Act. Makes a technical change in a Section concerning drivers of vehicles owned by private carrier companies.
Amends the Unemployment Insurance Act. Provides that none of the amount received by an individual as primary social security old age and disability retirement benefits shall constitute disqualifying income.
Amends the Criminal Code of 2012. Enhances the penalties for unlawful use or possession of weapons by felons and for aggravated unlawful use of a weapon.
Amends the Public Utilities Act. Makes a technical change in the short title Section.
Amends the Illinois Income Tax Act. Provides that no corporate entity may claim an income tax credit, deduction, or exemption that is created by an Act of the General Assembly that first takes effect on or after the effective date of this amendatory Act of the 98th General Assembly. Provides that no credit, deduction, or exemption that is available to corporate entities on the effective date of this amendatory Act of the 98th General Assembly may be expanded by an Act of the General Assembly or by a rule adopted by a State agency. Creates a Corporate Tax Incentive Accountability Commission. Effective immediately.
Amends the Firearm Owners Identification Card Act. Makes a technical change in a Section concerning a legislative declaration.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning sulfur dioxide emission standards.
