Amends the Illinois Vehicle Code. Changes the penalty for motor vehicle theft and conversion from a Class 2 to a Class 3 felony. Amends the Criminal Code of 2012. Changes the penalty for burglary to a watercraft, aircraft, motor vehicle, railroad car, or any part thereof from a Class 2 to a Class 3 felony. Amends the Cannabis Control Act. Changes the offense of delivery of cannabis on school grounds. Provides that the enhanced penalties for this offense apply to delivery within 500 feet (rather than 1,000 feet) of the real property comprising a school and at the time of the violation: (1) persons under the age of 18 are present, (2) the offense is committed during school hours, or (3) the offense is committed at a time when persons under the age of 18 are reasonably expected to be present in the school, in the conveyance, or on the real property, such as when after school activities are occurring. Amends the Illinois Controlled Substances Act, Eliminates the greater than 6 year minimum enhanced Class X felony violations for the knowing manufacture or delivery, or possession with intent to manufacture or deliver, a controlled substance, other than methamphetamine, a counterfeit substance, or a controlled substance analog. Makes changes to the statute concerning delivering controlled substances in schools and parks. Amends the Unified Code of Corrections. Permits Class X offenders of the Cannabis Control Act and Illinois Controlled Substances Act to be eligible to participate in the impact incarceration program.

Amends the Code of Criminal Procedure of 1963. Allows a motion to be filed with the trial court that entered the judgment of conviction in a defendant's case at any time following the entry of a guilty verdict or a finding of guilt for any offense under the Criminal Code of 1961 or the Criminal Code of 2012 or a similar local ordinance by the defendant provided: (1) the motion clearly states the penalty for the offense for which the defendant was found guilty or convicted has been amended or changed and became effective after his or her plea of guilty or conviction, which includes but is not limited to: (A) reduces the minimum or maximum sentence for the offense; (B) grants the court more discretion over the range of penalties for the offense; (C) the underlying conduct relating to the offense was decriminalized; or (D) other instances in which the penalties associated with the offense or conduct underlying the offense were reduced in any way; and (2) reasonable notice of the motion is served upon the State. If the court grants a motion under this Section, it must reduce the penalty imposed on the defendant so that it is consistent with the penalty the defendant would have received if the current law was in effect on the date when the offense was committed and the court may take any additional action it deems appropriate under the circumstances.
Amends the Illinois Power Agency Act. Makes a technical change in a Section concerning the short title.
Amends the Public Utilities Act. Makes a technical change in the short title Section.
Amends the Day and Temporary Labor Services Act. In the Section containing legislative findings, adds a finding that temporary laborers are vulnerable to discriminatory practices. Defines "day or temporary labor applicant". In a Section concerning recordkeeping, provides that the day and temporary labor service agency shall keep a record of the race, ethnicity, and gender of each day or temporary laborer or day or temporary labor applicant, as provided by the person who requests employment with or is contracted by the day and temporary labor service agency (instead of "the race and gender of each day or temporary laborer sent by the day and temporary labor service agency"). Provides that the day and temporary labor service agency shall provide each day or temporary labor applicant with and retain a copy of a written notice signed by an employee of the day and temporary labor agency and specifying the date, time, and location the applicant requested employment. Provides that at the time of annual registration, the day and temporary labor service agency shall submit to the Department of Labor, on a form created by the Department, a report containing the information required by the new provisions, grouped by branch office, in the aggregate for all day or temporary laborers assigned within this State in the prior year. Provides that in the case of a health and safety or notice violation, a private right of action exists for compensatory damages and an amount between $50 and $500 for each violation (instead of "up to $500 for the violation"). Makes corresponding changes.
Directs the Auditor General to conduct a program audit of the Illinois Department of Commerce and Economic Opportunity to examine the operations and management of the Department as it relates to the administration of the EDGE (Economic Development for a Growing Economy) tax credit program.
Amends the Code of Criminal Procedure of 1963. Provides that a judge shall ask a person arrested who is under 21, who is brought before the court whether he or she has been previously adjudged a ward of the court under the Abused, Neglected or Dependent Minors Article of the Juvenile Court Act of 1987, and has been committed to the care of the Department of Children and Family Services. If the judge has reasonable cause to believe that the person has been committed to the care of the Department of Children and Family Services, the judge shall instruct the clerk of court to contact the Department of Children and Family Services to notify of the person's arrest and location. Provides that for any person for whom bond is to be set, who has been previously adjudged a ward of the court under that Article of the Juvenile Court Act of 1987, and has been committed to the care of the Department of Children and Family Services, be placed on recognizance without a sum of money attached to his or her release, and physical custody of the ward shall be given the Department of Children and Family Services within 24 hours.
Amends the Condominium Property Act. Provides that the term "meeting of board of managers or board of master association" does not include any mere discussion, conference, or working session at which no formal vote is taken.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning the short title.
Amends the Condominium Property Act. Provides that the bylaws of a condominium shall provide for the ratification and confirmation by the board of managers of actions taken by the board without a meeting. Provides that the action shall be deemed not approved if specified procedural requirements relating to the ratification and confirmation are not met.
