Calls upon the Trump administration to end the government shutdown and restore funding to SNAP and other critical federal government programs rather than continuing to put partisan politics before their obligation to the American people. That if an expedient end to the shutdown cannot or will not be achieved, then the Trump administration is urged to release the reserve funds held by the United States Department of Agriculture specifically for just this eventuality, thereby enabling SNAP beneficiaries to retain access to adequate nutrition while negotiations continue. States that using hunger as a weapon to obtain a desired political outcome is reprehensible and unequivocally condemns the Trump Administration's actions in this regard.

Recognizes Jojo Baby's artistic innovation and decades of service to the LGBTQ community of Chicago. Commends Jojo Baby for their integral role in shaping the identity and artistic vibrancy of the Illinois drag performance scene and for their unwavering advocacy for diversity and inclusion.

Creates the Educator Health Insurance Task Force to study the feasibility of creating regional health insurance purchasing pools of school districts accessible to all public educators in school districts that have a population of less than 500,000.

Amends the Child Care Act of 1969. Provides that a licensed day care center shall not disclose or threaten to disclose to any other person, entity, or agency information regarding or relating to the actual or perceived citizenship or immigration status of a child or an associated person, unless disclosure is required by State or federal law. Requires the Department of Children and Family Services or the Department of Early Childhood, as is applicable, to make available on its website specified resources for families. Provides that, if a child's parent or guardian directly faces immigration enforcement action, a licensed day care center shall use the child's emergency contact information and release the child to the persons designated as the child's emergency contacts or into the custody of an individual who presents a properly executed appointment of short-term guardian form on behalf of the child. Sets forth provisions requiring a licensed day care center to adopt certain policies concerning consent to disclosure. Provides that the policies shall not have the effect of excluding or discouraging a child from any program at the licensed day care center because of the actual or perceived immigration status of the child or the child's parent or guardian. Establishes enforcement provisions for violations of disclosure provisions. Effective immediately.

Amends the Temporary Assistance For Needy Families Article of the Illinois Public Aid Code. Requires the Department of Human Services to implement the federal Family Violence Option created by the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, P.L. 104-193, and other specified federal provisions that permit state agencies to waive TANF work and self-sufficiency requirements for individuals who are the victims of domestic or sexual violence. Contains provisions on how individuals may apply for a "good cause" waiver of TANF requirements due to domestic or sexual violence, including, provisions concerning required documentation or third-party verification to support a good cause waiver claim; and the option to self-attest to a claim of domestic or sexual violence in support of a good cause waiver claim. Contains provisions on notification requirements imposed on the Department; crisis assistance funding; rulemaking; and data reporting requirements.

Creates the Scholarship Accessibility Act. Establishes the Illinois Scholarship Database, to be developed, implemented, and administered by the Illinois Student Assistance Commission, as a utility to improve Illinois students' access to higher education scholarships, as well as to improve their knowledge of scholarships. Provides that to inform students and their parents on what scholarships are and how they are attained and maintained: (1) beginning in the 7th grade, a public school shall inform students of the Database and shall require them to create an account with the Database; (2) the account shall be created jointly by the student and the parent; and (3) both the student and the parent shall have access to the account and the ability to manage activity on the account. Provides that the Database shall allow the student to have and the student is required to complete a profile that: (1) presents a portfolio of the student and who the student is and the student's current year of enrollment; and (2) lists any criminal charge that requires the student to be a part of a registry for a crime the student has committed, unless the student is legally protected under law or court order or another exigent circumstance. Requires the Database to include and display a comprehensive list of scholarships. Allows students 18 or older to be able to create an account with and have access to the Database.

Recognizes that politically motivated violence, whether in the form of a mass shooting or a mass deployment of masked troops empowered to instill fear, is a threat to our democracy. Condemns politically motivated violence in all of its forms, whether caused by individuals radicalized by extreme rhetoric or by extremists who use political violence to advance their own agendas.

Reaffirms the right to due process as the bedrock of a fair judicial system. Condemns racial profiling and the violent tactics that are eroding trust in all of law enforcement. Condemns the lawless actions of the Trump Administration that have defied local and constitutional laws and denied people of all types of immigration status their rights to due process.

Condemns the dangerous, false, and demeaning statements of Robert F. Kennedy Jr. and reaffirms Illinois' commitment to defending science, truth, and respect for all individuals with developmental differences. Urges Robert F. Kennedy Jr. to immediately resign as Secretary of Health and Human Services. If Secretary Kennedy fails to resign, urges President Trump to immediately remove him as Secretary of Health and Human Services.

Affirms support for the freedom of the press and the freedom of speech as outlined in the First Amendment to the United States Constitution. Recognizes the Trump Administration's efforts to exert editorial control over media companies by using the official powers of the government to punish dissent and reward acquiescence as textbook corruption. Condemns President Trump's efforts to restrict the right to free speech as attacks on democracy itself.
