Calls upon the United States Congress to pass, and the President to sign into law, legislation to extend and expand the current federal tax credit for carbon capture, utilization, and storage under Section 45Q of the Internal Revenue Code.

Amends the Coal Mining Act. In the definition of "mine" and "coal mine", removes language allowing for the extraction by any means or method, including the method known as carbon recovery, and the work of preparing the coal so extracted, and including custom coal preparation facilities. In the definition of "surface mining facility", removes references to coal loading docks for deep or surface mines. Repeals provisions concerning dividing the State into inspection districts and appointment of State Mine Inspectors for each inspection district and for the State at large. Effective immediately.
Amends the Private Correctional Facility Moratorium Act. Provides that the Department of Corrections, the Department of Juvenile Justice, or a sheriff may not contract with private parties for the provision of nursing services in correctional facilities. Effective immediately.
Amends the Illinois Insurance Code. Provides that with respect to employers correctly classified within the construction industry, the amount charged to the insured for workers' compensation and employers' liability insurance shall be based upon hours worked by employees in specific job categories or classifications, not the wages or salaries paid to the employees. Makes technical and grammatical changes.
Amends the Criminal Code of 2012. Provides that the offense of unlawful use of weapons concerning the carrying or possession of firearms in any vehicle or concealed on or about one's person or on or about one's person, upon any public street, alley, or other public lands within the corporate limits of a city, village, or incorporated town does not apply to or affect transportation of weapons that are carried or possessed in accordance with the Firearm Concealed Carry Act by a person who has been issued a currently valid license under the Firearm Concealed Carry Act. Effective immediately.
Amends the Public Utilities Act. Provides that sellers of prepaid wireless telecommunications service and providers of other wireless telecommunications services in Illinois shall collect and remit assessments in a competitively neutral manner in the same manner as a telecommunications carrier providing local exchange service. Provides that the assessment imposed on consumers of prepaid wireless telecommunications service shall be imposed per retail transaction as a percentage of that retail transaction. Requires sellers of prepaid wireless telecommunications service to remit the assessments to the Department of Revenue on the same form upon which they remit the fee collected under the Prepaid Wireless 9-1-1 Surcharge Act. Provides that the rates of the fee collected under the Prepaid Wireless 9-1-1 Surcharge Act and the assessment may be combined on the consumers' receipts. Provides that the fees collected from prepaid wireless telecommunication services under the assessment shall be deposited into the Illinois Telecommunications Access Corporation Fund. Makes other changes. Amends the State Finance Act to create the Illinois Telecommunications Access Corporation Fund as a nonappropriated trust fund to be held outside the State treasury, with the State Treasurer as ex officio custodian. Provides that moneys in the Fund shall be remitted quarterly to the Illinois Telecommunications Access Corporation. Effective July 1, 2015.
Creates the Public Safety Officer Protection Act. Provides that a public employer shall reimburse a public safety officer for reasonable attorney's fees incurred by the officer in connection with any criminal proceeding arising from the officer's conduct in the performance of official duties unless, in relation to that conduct, any of the following applies: (1) the officer is convicted of a crime; (2) the officer's employment is terminated for cause; or (3) the officer resigns for reasons other than retirement or disability before the attorney's fees are incurred. Provides that a public employer, including a home rule unit, that employs a full-time public safety officer may not provide benefits to that officer in a manner inconsistent with the requirements of the Act.
Amends the Illinois Oil and Gas Act. Makes a technical change in a Section concerning the short title.
Creates the Small Wireless Facilities Deployment Act. Provides that an authority, defined as a city, village, incorporated town, township, or county and each department or agency thereof, may not prohibit or regulate the collocation of small wireless facilities or small facility networks. Provides that small wireless facilities and small facility networks shall be a permitted use in all authority zoning districts. In provisions concerning building, electrical, and public use permits, provides that an authority may: require a person to obtain permits for the collocation of small wireless facilities and small facility networks to the same extent permits are required for other construction, activity, and uses; not require applicants to provide information not required of other applicants; not require an application fee greater than the amount charged to other telecommunications providers. Sets out fee exemptions and fee limits related to collocating small wireless facilities and small facility networks.
Amends the Liquor Control Act of 1934. Makes a technical change in a Section concerning the short title.
