CRIM CD-DISORDERLY CONDUCT

Amends the Criminal Code of 1961 relating to disorderly conduct. Provides that engaging in any loud protests of singing, chanting, whistling, or yelling with or without noise amplification, displaying any visual images that convey fighting words or actual or veiled threats against any other person, engaging in a directed protest march or picket at any public location when any of these activities are conducted within 300 feet of any entrance to a facility being used for a funeral or memorial service, or blocking access to such facility at any time during the period starting 30 minutes before any funeral or memorial service is scheduled to begin and ending 30 minutes after the funeral or memorial service terminates is disorderly conduct in which the penalty is a Class C misdemeanor. Provides that the provisions of the Act are severable. Effective immediately.

LOCGOV-DOWNSTATE TRNSPORTATION

Amends the Downstate Public Transportation Act. Provides that a municipality or local mass transit district serving a nonurbanized area and receiving federal rural public transportation assistance on or before December 31, 2003 (instead of June 30, 2002) is a "participant" for public transportation assistance. Effective immediately.

CRIM CD-FIREARMS LOCAL REG

Amends the Criminal Code of 1961. Provides that the provisions of any ordinance or resolution of a unit of local government that impose restrictions or limitations on the acquisition, possession, transportation, storage, purchase, sale, or other dealing in rifles and shotguns, and ammunition, components, accessories, and accoutrements of rifles and shotguns other than those imposed by the statute concerning the unlawful possession of firearms and firearm ammunition are void. Preempts home rule. Effective immediately.

SIU-INSTATE TUITION-DELTA REG

Amends the Southern Illinois University Management Act. Provides that if a person is a resident of the region covered by the Delta Regional Authority established under federal law, then the Board of Trustees shall deem that person an Illinois resident for tuition purposes at Southern Illinois University at Carbondale.

APPOINTMENTS-FIRE AND POLICE

Amends the Municipal Code. Provides that a person who has not qualified for a regular civil service appointment may not be used as a substitute for a classified member of a municipality's fire or police department. Effective immediately.

Amends the Illinois Vehicle Code. Provides that a vehicle of the first division may not be seized or impounded solely on the basis of a violation of the provision requiring prevention of excessive or unusual noise. Effective immediately.
