Amends the Humane Care for Animals Act and the Abused and Neglected Child Reporting Act. Provides that an animal control officer or a humane society investigator with reasonable cause to suspect or believe that a child is being abused or neglected or is in danger of being abused or neglected must immediately make a written or oral report to the Department of Children and Family Services. Provides that any person required to report suspected child abuse or neglect under the Abused and Neglected Child Reporting Act must also immediately report suspected animal abuse or neglect or danger of animal abuse or neglect to the Department of Agriculture's Bureau of Animal Welfare. Preempts the exercise of home rule powers. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.

Amends the Criminal Code of 1961. Provides that a unit of local government, including a home rule unit, may not regulate the transportation of firearms and may not regulate the transportation of ammunition, components, accessories, or accoutrements for firearms. Provides that the provisions of any ordinance or resolution adopted before, on, or after the effective date of this amendatory Act by any unit of local government that imposes restrictions or limitations on the transportation of firearms and ammunition, components, accessories, and accoutrements of firearms in a manner other than those that are imposed by this Code are invalid and all those existing ordinances and resolutions are void. Provides that this provision is a limitation of home rule powers under subsection (h) of Section 6 of Article VII of the Illinois Constitution. Effective immediately.
Amends the Unemployment Insurance Act. Provides that an employer located in an Illinois county that has been declared a federal disaster area (rather than a federal disaster area due to flooding) is not chargeable for benefit charges resulting from benefits paid to an individual during the federal disaster to the extent the employer shows that the individual's unemployment was a direct result of the federal disaster (rather than a direct result of flooding).
Amends the Counties Code. Makes a technical change in a Section containing the short title.
Amends the Illinois Health Insurance Portability and Accountability Act. Makes a technical change in a Section concerning the applicability and scope of the Act.
Amends the State Pension Funds Continuing Appropriation Act. Provides for appropriation of $13,000,000 on a continuing annual basis from the General Revenue Fund to the State Comptroller for deposit into the Teacher Health Insurance Security Fund in State fiscal years 2009 through 2011. Effective immediately.
Amends the Criminal Code of 1961. Exempts from a violation of the eavesdropping statute recordings made simultaneously with a video recording of an oral conversation by a video camera that is in plain sight and is not disguised or hidden. Effective immediately.
Amends the Unified Code of Corrections. Provides that a person serving a mandatory supervised release term, probation, or supervision for an offense that would qualify the offender as a sex offender under the Sex Offender Registration Act committed on or after the effective date of the amendatory Act, where the trier of fact at the offender's trial made a finding that a computer or any other device with Internet capability was used to facilitate the commission of the offense shall: (1) not access or use a computer or any other device with Internet capability without the prior written approval of specified officials; (2) submit to periodic unannounced examinations of the offender's computer or any other device with Internet capability by certain specified officials; (3) submit to the installation on the offender's computer or device with Internet capability, at the offender's expense, of one or more hardware or software systems to monitor the Internet use; and (4) submit to any other appropriate restrictions concerning the offender's use of or access to a computer or any other device with Internet capability.
Amends the Methamphetamine Control and Community Protection Act. Provides that a person who tampers with farm equipment without the consent of the owner of that equipment for the purpose of facilitating the manufacture or delivery of methamphetamine in violation of the Act and who is convicted of criminal damage to property in relation to the farm equipment or theft or trespass or burglary to the farm equipment shall be required to make restitution to the owner of the farm equipment in an amount equal to twice the value of the farm equipment. Provides that the convicted person shall make this restitution in addition to any other fine or penalty required by law.
Amends the Methamphetamine Control and Community Protection Act. Makes a technical change in a Section concerning the short title.
