Amends the Illinois Dental Practice Act. Makes a technical change in a Section concerning social security numbers on license applications.

Amends the Illinois Income Tax Act. Increases the amount of the earned income tax credit from 5% of the federal credit to: (i) 7.5% of the federal tax credit for taxable years ending in calendar year 2007; and (ii) 10% of the federal tax credit for taxable years ending in calendar year 2008 or thereafter. Effective immediately.
Creates the Motorcyclist Public Accommodation Act. Prohibits any person from restricting an individual's access to, admission to, or use of a place of public accommodation solely because the individual operates a motorcycle. Provides that a violation is a petty offense and also provides for civil penalties. Provides that the Act does not prohibit a person from restricting an individual's access to, admission to, or use of a place of public accommodation because the individual's conduct poses a risk to the health, safety, or property of another.
Amends the Dental Practice Act. Provides that dental hygienists may provide, without the supervision of a dentist, fluoride treatments and teeth cleaning and sealant services to children who are eligible participants in the State's Medicaid program. Requires any dental hygienist who provides such services to provide the eligible child's parent or guardian with the name of a licensed dentist who is a provider of medical services under the program. Requires any dental hygienist who provides such services and who practices in a public health clinic to refer for treatment any child with needs outside of the dental hygienist's scope of practice. Effective January 1, 2008.
Amends the Shawneetown Regional Port District Act. Expands the territory of the District to include certain territory in Saline County and Williamson County. Provides that the District has the power to accept property singularly or jointly with other parties (now, the District has the power to accept property). Provides that the District may lease any of its real property, rights of way, or privileges to promote the development of port, harbor, and transportation facilities. Deletes a provision requiring that property leased by the District to others must no longer be required for the District's primary purpose. Limits the powers and duties of the Authority in Saline County and Williamson County to those that are necessary for the construction and operation of rail transportation facilities. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning grants for preschool education programs.
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to provide coverage for habilitative services, including, but not limited to occupational therapy, physical therapy, and speech therapy for children under the age of 19 with congenital or genetic defects existing at or from birth or with a defect acquired at a young age. Amends the State Mandates Act to require implementation without reimbursement.
Creates the South Suburban Airport Authority Act. Contains a short title only.
Creates the Textbook Advisory Committee Act. Requires a textbook advisory committee to be established in the office of the provost or chief academic officer of each public institution of higher education in this State. Specifies who must serve on the committee. Provides that a committee shall establish and implement certain policies with respect to textbooks. Provides that the committee shall report annually to the Board of Higher Education or the Illinois Community College Board, as appropriate, on measures undertaken to reduce textbook costs and provide students with cost-saving alternatives. Requires certain information to be included in the report. Repeals the Act on June 30, 2015. Amends the State Mandates Act to require implementation without reimbursement.
Amends the Illinois Public Aid Code. In provisions concerning Medicaid rates for nursing homes, provides that for facilities licensed by the Department of Public Health under the Nursing Home Care Act as skilled nursing facilities or intermediate care facilities, the support component of the rates taking effect on July 1, 2008 shall be computed using the most recent cost reports on file with the Department of Healthcare and Family Services no later than April 1, 2006, updated for inflation to January 1, 2007. Provides that facilities shall have the support component of their Medicaid rate computed every year using the most recent cost reports on file with the Department of Healthcare and Family Services no later than April 1, 2 years prior to the year in which the new rate takes effect, updated for inflation to January 1 of the year prior to the year in which the new rate takes effect. Effective immediately.
