Calls upon the U.S. Army Corps of Engineers, the U.S. Environmental Protection Agency, the President's Council on Environmental Quality, the Illinois congressional delegation, and other State government officials, to support coal production and the jobs, economic growth, and energy security provided by coal mining, by fixing a regulatory system that is frustrating these vital objectives.

Amends the State Employee Article of the Illinois Pension Code. Provides that, by paying both employee and employer contributions based upon the employee's compensation and contribution rate in effect on the date he or she last became a member of the System, plus interest at one-half of the actuarially assumed rate, an employee may establish service credit for any period of time spent in active military service since January 1, 1960 for which he or she has not otherwise established credit for, provided that (1) he or she applies within 6 months after the effective date of the amendatory Act and (2) he or she was not dishonorably discharged from such military service. Provides an exemption from the new benefit increase provisions. Effective immediately.
Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois and the State Finance Act. Provides that liability self-insurance settlements and State employee indemnification payments are not subject to fiscal year limitations.
Amends the Counties Code. Makes a technical change in a Section concerning the short title.
Amends the Unemployment Insurance Act. Makes a technical change in a Section concerning service that is localized within a State.
Amends the Wildlife Code. Requires the Department to annually issue each deer and wild turkey outfitter (upon his or her request) at least one deer permit and one turkey permit for every 250 acres of land that he or she owns or leases. Requires outfitters to pay an additional $50 fee for each deer permit or wild turkey permit issued by the Department. Requires the proceeds of the additional fee to be deposited into the Fish and Wildlife Fund. Provides that an outfitter is someone who owns at least 2,000 acres of land in the State and who provides or offers to provide, for compensation, outfitting services for deer or wild turkey hunting.
Amends the Wildlife Code. Makes a technical change in a Section concerning the short title.
Amends the State Property Control Act. Provides that the Administrator may deduct (i) 10% from the gross proceeds of any disposal of surplus real property or (ii) the total of the actual administrative services costs incurred in preparing for and carrying out the disposal, whichever is greater, for deposit into the Facilities Management Revolving Fund. Defines "administrative services costs".
Amends the Wildlife Code. Makes a technical change in a Section concerning the short title.
Amends the Wildlife Code. Provides that an Apprentice Hunter License may be issued to a person of any age. Provides that a person with an Apprentice Hunter License who is 18 years of age or older must be supervised by a validly licensed resident or nonresident hunter who is 21 years of age or older (instead of a validly licensed resident or nonresident hunter of any age). Effective immediately.
