BANKING-REGULATION

Amends the Division of Banking Act. Authorizes the Secretary of Financial and Professional Regulation to establish a Commercial Bank Regulatory Section and a Savings Bank Regulatory Section within the Division. Amends the State Finance Act. Changes the name of the Savings and Residential Finance Regulatory Fund to the Residential Finance Regulatory Fund. Provides for expenditures from the Savings Institution Regulatory Fund and the Residential Finance Regulatory Fund related to the disposition of unclaimed property. Amends the Savings Bank Act. Provides that the Secretary may charter mutual and stock holding companies in connection with a mutual savings bank reorganization. Establishes the effect of the repeal of the Illinois Savings and Loan Act of 1985, including the regulation of entities formerly under the Illinois Savings and Loan Act as savings banks under the Savings Bank Act. Changes references from "member or shareholder" to "customer". Changes references from "Commissioner" to "Secretary". Makes changes to provisions concerning articles of incorporation, proxies, directors, access to books and records, regulations, investment in loans, loans to one borrower, mergers, conversion of an existing depository institution to a savings bank, powers of the Secretary, regulatory fees, and disclosure of reports of examinations and confidential supervisory information. Repeals the Illinois Savings and Loan Act of 1985. Makes other changes. Effective immediately.

MILITARY CODE-BILLETING FUND

Amends the Military Code of Illinois and the State Finance Act to create the Illinois National Guard Billeting Fund. Further amends the Military Code of Illinois to provide that the Fund shall be funded from proceeds collected by the Department of Military Affairs incident to billeting operations conducted by the Illinois National Guard at locations within the State. Provides that moneys within the Fund shall be used to pay the expenses of billeting operations not eligible for payment with federal or State appropriated funds. Provides that the Department of Military Affairs shall administer the Fund in accordance with the laws of this State, applicable federal requirements governing the use of such funds, and appropriate rules and procedures established by the Adjutant General. Effective July 1, 2014.

SCH CD-REQUIRE STORM SHELTER

Amends the School Code. Provides that, after the effective date of the amendatory Act, all new school building construction governed by the "Health/Life Safety Code for Public Schools" must include in its design and construction a storm shelter that meets the minimum requirements of the ICC/NSSA Standard for the Design and Construction of Storm Shelters (ICC-500), published jointly by the International Code Council and the National Storm Shelter Association. Provides that nothing in this language precludes the design engineers, architects, or school district from applying a higher life safety standard than the ICC-500 for storm shelters.

CIV PRO-SERVICE PROCESS-GATED

Amends the Civil Practice Law of the Code of Civil Procedure. Provides that a gated residential community, including a condominium association or a cooperative, shall grant unannounced entry into the community, including its common areas and common elements, to a person who is attempting to serve process on a defendant or witness who resides within or is known to be within the community.

OIL AND GAS-PERMIT PETITIONS

Amends the Illinois Oil and Gas Act. Establishes procedural requirements that the Department of Natural Resources must follow upon receiving certain applications or permits under the Act. Provides that all such applications or petitions for a permit submitted to the Department shall be accepted and filed or not accepted and filed by the Department within 5 business days after the date of receipt by the Department. Further provides that if the application or petition is accepted and filed, a public hearing on the application or petition shall be scheduled not less than 30 days but not more than 60 days after the acceptance and filing by the Department, and if not accepted and filed, requires the Department to provide specific requirements for additional information or documentation. Further provides that the application or petition shall not be accepted and filed if it is determined by the Department that legal or regulatory impediments would prevent such acceptance and filing. Provides that if the Department does not timely respond to any application or petition or the submission of additional information or documentation after initial submission, the application or petition shall be deemed to be sufficient for acceptance and filing and that the Department shall proceed with the scheduling of a public hearing. Provides that, after a public hearing, the Department shall either grant or deny the application or petition within 20 working days after the conclusion of the hearing.

9-1-1 DIALING

Amends the Emergency Telephone System Act. Provides that an entity that installs or operates a private business switch service shall install and operate that service such that when a user dials the digits "9-1-1" the emergency call can be connected to the 9-1-1 system without first dialing any number or set of numbers. Sets forth penalties for failing to comply with the requirements of this amendatory Act. Effective immediately.

PENCD-DNST POL-IMRF TRANSFER

Amends the Downstate Police Article of the Illinois Pension Code. Provides that, upon creation of a newly established police pension fund by referendum or census, the following funds shall be transferred from the Illinois Municipal Retirement Fund to the newly created fund within 30 days: (1) the amounts actually contributed by or on behalf of the officer to the Article 7 Fund as municipal police officer employee contributions, plus interest on those amounts at the rate of 6% per year, compounded annually, from the date of contribution to the date of transfer to the Article 3 Fund and (2) an amount representing employer contributions, equal to the total amount determined under subdivision (1), plus interest on those amounts at the rate of 6% per year, compounded annually, from the date of contribution to the date of transfer. Provides that participation in IMRF shall terminate on the date of transfer. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

CNTY/MUNI-NO TICKET QUOTAS

Amends the Counties Code and the Illinois Municipal Code. Provides that a county or municipality may not require a law enforcement officer to issue a specific number of citations or warnings within a designated period of time. Provides that a county or municipality may not, for purposes of evaluating a law enforcement officer's job performance, compare the number of citations or warnings issued by the law enforcement officer to the number of citations or warnings issued by any other law enforcement officer who has similar job duties. Limits home rule powers. Amends the Illinois Public Labor Relations Act. Provides that it shall be an unfair labor practice to require a peace officer to perform a duty that conflicts with the provisions of this amendatory Act.

EPA-CARBON DIOXIDE REGULATIONS

Urges the Environmental Protection Agency to develop guidelines for regulating carbon dioxide emissions that take into account the unique policies, energy needs, resource mixes, and economic priorities of Illinois and other states.
