PEN CD-TRS-ERO-EXTEND DATE

Amends the Downstate Teachers Article of the Illinois Pension Code. Extends the deadline for application for early retirement without discount from June 30, 2005 to June 30, 2010; also reduces the required contribution for some members. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

INC TAX-BROADBAND ACCESS-CREDT

Amends the Illinois Income Tax Act. Provides an income tax credit, for 5 taxable years, for providing broadband Internet access. Provides that the "current generation" broadband credit for any taxable year shall equal 10% of the qualified expenditures incurred with respect to qualified equipment offering current generation broadband services to rural subscribers or underserved subscribers and taken into account with respect to such taxable year and that the next generation broadband credit for any taxable year shall equal 20% of the qualified expenditures incurred with respect to qualified equipment offering next generation broadband services to all rural subscribers, all underserved subscribers, or any other residential subscribers and taken into account with respect to such taxable year. Provides that the total credit allowed for all taxpayers in any taxable year shall not exceed $750,000. Effective immediately.

Requests the Supreme Court to modify its administrative orders to provide for specific medical malpractice recordkeeping, case designation, and reporting.

CRIM CD-FIREARMS SALES

Amends the Criminal Code of 1961. Eliminates the provision that requires the register of concealable firearm sales and gifts kept by a dealer to include the occupation of the person to whom the firearm is sold or given. Effective immediately.

FINANCE-FUND TRANSERS

Amends the State Finance Act. Provides that no transfers may be made, in order to help defray the State's operating costs for the fiscal year, from the Road Fund or the State Construction Account Fund on or after the effective date of this amendatory Act. Effective July 1, 2004.

OFF-HIGHWAY TRAILS FUND

Amends the Recreational Trails of Illinois Act with respect to the Off-Highway Vehicle Trails Fund. Removes the prohibition of using moneys in the Fund for construction of motorized recreational trails on Department of Natural Resources owned or managed land. Effective immediately.

RECREATIONAL TRAILS-FUND USE

Amends the Recreational Trails of Illinois Act. With respect to the Off-Highway Vehicle Trails Fund, provides that at least 92% (now 60%) shall be allocated for motorized recreation and not more than 8% may be used for administration, enforcement, planning, and implementation costs. Effective immediately.

UTIL-UNREG SALES OF NAT GAS

Amends the Public Utilities Act. Provides that a gas utility offering unregulated sales of natural gas to an end-use customer within or outside its service area shall be subject to specified provisions of the Act with respect to such sales. Provides that a gas utility offering unregulated sales of natural gas to an end-use customer within or outside its service area shall not subsidize such sales through the utility's regulated business. Provides that a gas utility offering unregulated sales of natural gas to an end-use customer within or outside its service area shall not discriminate in the provision of regulated gas service based upon the existence or terms of an unregulated sale of natural gas. Provides that the Commission may require a gas utility to file reports regarding its unregulated sales of natural gas in the State and shall have access to, for the purpose of review, a gas utility's contracts for unregulated sales of natural gas. Effective immediately.
