Amends the Methamphetamine Precursor Control Act. Defines "methamphetamine precursor electronic log system" as a system by which pharmacies or retail distributors maintain in an electronic format or by electronic means required information relating to the purchase, receipt, and acquisition of targeted methamphetamine precursors. Provides that any regulation of targeted methamphetamine precursors and targeted packages by a home rule unit that establishes rules for a methamphetamine precursor electronic log system is exempt from the home rule preemption provisions of the Act. Provides that the General Assembly authorizes the creation of pilot programs by home rule units to establish methamphetamine precursor electronic log systems. Provides that the home rule units shall develop the methods by which the methamphetamine precursor electronic log systems are maintained. Provides that these pilot programs shall allow the State to assess the effectiveness of methamphetamine precursor electronic log systems as a means of preventing illegal purchase of methamphetamine precursor products.
Amends the Board of Higher Education Act. Makes a technical change in a Section concerning reimbursement for a Board member's expenses.
Amends the Family Practice Residency Act. Adds a person licensed to practice medicine in all of its branches under the Medical Practice Act of 1987 with a specialty in Psychiatry to the definition of "primary care physician". Provides that any monetary penalties imposed after December 31, 1999 and before the effective date of the amendatory Act upon a scholarship recipient who has been found by the Department of Public Health to have failed to fulfill his or her obligation under the Act, but who has been practicing as a psychiatrist within a designated shortage area during that time, must be declared null and void by the Department, and any payments made to the Department by the scholarship recipient must be returned to that scholarship recipient within a reasonable amount of time, as determined by the Department. Effective immediately.
Amends the Criminal Code of 1961. Exempts from a violation of the eavesdropping statute recordings made simultaneously with a video recording of an oral conversation by a video camera that is in plain sight and is not disguised or hidden. Effective immediately.
Amends the Illinois Horse Racing Act of 1975. Makes a technical change in a Section concerning the short title.
Amends the Illinois Vehicle Code. Provides that a person who leaves the scene of an accident in which evidence of the person's intoxication or drugged state at the time of leaving the scene is apparent shall be deemed to have refused to submit to the chemical test or tests of blood, breath, or urine for the purpose of determining the content of alcohol, other drug or drugs, or intoxicating compound or compounds or any combination thereof in the person's blood and shall result in the statutory summary suspension of the person's privilege to operate a motor vehicle and will also result in the disqualification of the person's privilege to operate a commercial motor vehicle, if the person is a CDL holder. Effective immediately.
Amends the Public Utilities Act. Provides that any gas utility may enter into a contract for up to 20 years of supply with any company for the purchase of synthetic natural gas (rather than a 20-year supply contract with any company for synthetic natural gas) produced from coal through the gasification process if the company has commenced construction of a coal gasification facility by July 1, 2009 (rather than July 1, 2008). Makes changes in factors used to determine whether the cost for synthetic natural gas is reasonable and prudent. Effective immediately.
Amends the Property Tax Code. Provides that the fee that the chief county assessment officer may charge to furnish certain records may not exceed $0.20 per parcel if the records are requested to be furnished in an electronic format and are requested for commercial purposes. Effective immediately.
Amends the Retailers' Occupation Tax Act. Deletes the requirement that applications for certificates of registration must include the social security numbers of each corporate officer of publicly-traded corporations. Effective immediately.
