Amends the Firearm Owners Identification Card Act. Provides that a person who transfers or causes to be transferred a firearm within the State must keep a record of the transfer for a period of 5 (rather than 10) years from the date of the transfer. Effective immediately.

Directs the Auditor General to conduct a performance audit of Mesa Airlines with respect to the I-FLY program and flights from Marion-Decatur-Quincy to Midway Airport.
Amends the Public Utilities Act. Creates the regional aggregation program that will be available to certain people receiving residential electric service from an investor-owned utility. Provides that a specified unit of local government may aggregate the retail electrical load located in its boundaries either individually or jointly with any other unit of local government authorized to participate in the program. Provides that a unit of local government or regional aggregator shall adopt an operation and governance program. Provides that a unit of local government or regional aggregator shall not require a license or permission from the Illinois Commerce Commission, nor shall it be subject to the jurisdiction of the Commission. Provides guidelines for a company's coordination with regional aggregators. Provides opt-in or opt-out notification requirements that are the responsibility of the unit of local government. Effective immediately.
Amends the Unemployment Insurance Act. Provides that an employer shall not be chargeable for any benefit charges that result from the payment of benefits to any individual for any weeks of unemployment during a closure or reduction in operations at the employer's building, work site, or other facility that is directly attributable to a natural disaster or an accident such as a fire or flood.
Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that the term "municipality" includes a river conservancy district. Effective immediately.
Amends the Premises Liability Act. Makes a technical change in a Section concerning firearm ranges.
Amends the Prevailing Wage Act. Makes a technical change in a Section concerning State policy.
Amends the Use of Intoxicating Compounds Act. Increases the penalties for a second or subsequent violation of the Act in which another penalty is not otherwise provided from a Class C misdemeanor to a Class A misdemeanor.
Amends the Health Services Education Grants Act. Provides that, in addition to grants to medical, dental, pharmacy, optometry, and nursing schools and physician assistant programs, grants may be made to psychology and other physical and mental health-related schools and programs (instead of to other health-related schools and programs). Effective immediately.
Creates the Family and Personal Protection Act. Establishes statewide uniform standards for the issuance of permits to carry concealed firearms in this State. Vests in the Department of State Police the authority to issue concealed firearms permits to qualified applicants. Requires an applicant to complete a training course in handgun use, safety, and marksmanship. Also requires instruction in the law relating to firearm use. Creates the Citizen Safety and Self-Defense Trust Fund administered by the Department. The moneys in the Fund shall be used to administer the Act. Establishes restrictions on carrying concealed firearms. Establishes standards for the training course and for certifying instructors. Amends the Firearm Owners Identification Card Act. Provides that the Family and Personal Protection Act supersedes an ordinance of a unit of local government inconsistent with that Act. Prohibits a home rule unit from regulating the issuance of permits to carry concealed firearms. Amends the Criminal Code of 1961. Exempts, from an unlawful use of weapons and aggravated unlawful use of weapons violation, persons who carry or possess firearms in accordance with the Family and Personal Protection Act. Effective immediately.
