CD CORR-MEDICAL PROVIDERS

Amends the Unified Code of Corrections. Provides that effective July 1, 2009, all employees providing medical services at all facilities of the Illinois Department of Corrections or the Department of Juvenile Justice, and those employees providing support services to those employees at those facilities, shall become State employees. Provides that this provision shall not disrupt the existing collective bargaining units or collective bargaining representation of those employees who shall remain represented by their certified collective bargaining representative under their existing collective bargaining agreements. Permits an existing collective bargaining representative to petition the State Panel of the Illinois Labor Relations Board for unit clarification to include any or all of the employees in an existing bargaining unit with a medical vendor into an existing appropriate collective bargaining unit or units of State employees which are represented by the same bargaining agent. Effective July 1, 2009.

UNEMPLOY INS-BENEFITS-LOCKOUT

Amends the Unemployment Insurance Act. Provides that with respect to any benefit year that has not terminated as of the effective date of the amendatory Act, including but not limited to a benefit year that began prior to the effective date of the amendatory Act, any otherwise eligible individual whose total or partial unemployment is attributable to a lockout of the members of his or her collective bargaining unit shall be entitled, during such benefit year, to a maximum total amount of benefits equal to 52 times his or her weekly benefit amount plus dependents allowances, or to the total wages for insured work paid to such individual during the individual's base period, whichever amount is smaller. Effective January 1, 2010.

PREVAILING WAGE-UTILITIES

Amends the Prevailing Wage Act. Provides that "construction" includes "construction work on a public utility" and shall, in connection with the construction of any public utility in the State, mean construction, reconstruction, installation, demolition, restoration, and alteration of facilities of the public utility. Provides that "construction work on a public utility" shall not be construed to include operational work, including flaggers, snow plowing, vegetation management in and around utility rights of way, mark outs, janitorial services, landscaping, leak surveyors, meter work, and miscellaneous repairs.

SENIOR SAFETY RAPID RESPONSE

Creates the Senior Safety Rapid Response Act. Requires persons seeking admission to a senior facility licensed under the Nursing Home Care Act, the Assisted Living and Shared Housing Act, or a supportive living facility as described in the Medical Assistance Article of the Illinois Public Aid Code, as well as participants in an adult day care services program governed by the Illinois Act on the Aging to undergo a criminal background check under the prescreening programs paid for by the Department on Aging or the Department of Human Services. Sets forth certain standards the pre-screener must comply with when conducting a criminal background check on a senior facility applicant. Requires a senior facility applicant to make certain disclosures. Contains provisions concerning conditional acceptance of a senior facility applicant; risk analysis and security plans; involuntary discharge or termination from the senior facility; notification of identified offenders; segregated programming; and civil immunity. Amends the Unified Code of Corrections. Adds the Department on Aging to the list of State agencies entitled to specified information from the Department of Corrections regarding a person on parole or mandatory supervised release who becomes a resident of a senior facility or participant in a senior program regulated by the agency. Repeals provisions in the Nursing Home Care Act concerning screening prior to admission, criminal history analysis, and notification of identified offenders. Repeals a provision in the Nursing Home Care Act that repealed a provision requiring the Department of Public Health to determine the feasibility of requiring identified offenders that seek admission to a licensed facility to be segregated from other residents. Effective immediately.

VEH CD-AMATEUR RADIO EQUIPMENT

Amends the Illinois Vehicle Code. Provides that the prohibition against operating a motor vehicle on a roadway while using an electronic communication device to compose, send, or read an electronic message does not apply to a driver using amateur radio receiving and transmitting equipment while in possession of a current and valid amateur radio license issued by the Federal Communications Commission.

CNTY/MUNI-NO TICKET QUOTAS

Amends the Counties Code and the Illinois Municipal Code. Provides that a county or municipality may not require a law enforcement officer to issue a specific number of citations or warnings within a designated period of time. Provides that a county or municipality may not, for purposes of evaluating a law enforcement officer's job performance, compare the number of citations or warnings issued by the law enforcement officer to the number of citations or warnings issued by any other law enforcement officer who has similar job duties. Limits home rule powers.
