Amends the Unified Code of Corrections. Provides that as a condition of mandatory supervised release, probation, or conditional discharge a person convicted of a violation of the Methamphetamine Control and Community Protection Act, the Methamphetamine Precursor Control Act, or a methamphetamine related offense shall be: (1) prohibited from purchasing, possessing, or having under his or her control any product containing pseudoephedrine without the express written approval of his or her assigned parole agent, probation officer, or designee; (2) prohibited from purchasing, possessing, or having under his or her control any product containing ammonium nitrate. Provides that the Department of Corrections shall establish procedures to provide notice to the Department of State Police of the release or discharge of persons convicted of violations of the Methamphetamine Control and Community Protection Act or a violation of the Methamphetamine Precursor Control Act. Provides that the Department of State Police shall make this information available to local, State, or federal law enforcement agencies upon request.

Creates the Illinois Residential Real Property Transfer on Death Instrument Act. Defines terms. Provides the requirements for an owner to transfer residential real estate by a transfer on death instrument. Provides that a transfer on death instrument is a revocable nontestamentary instrument. Requires that an owner who makes or revokes a transfer on death instrument must have the same capacity as the capacity required to make a will. Provides that a transfer on death instrument must include the essential elements and formalities of a deed and be recorded in the recorder's office before the owner's death. Provides that a transfer on death instrument does not require notice, delivery, or consideration. Provides that revocation of a transfer on death instrument may be accomplished by another transfer on death instrument that revokes the instrument expressly or by an inconsistency which is recorded before the owner's death. Describes the effects that a transfer on death instrument does and does not have, during an owner's life. Provides that a beneficiary under a transfer on death instrument has, at the owner's death, the right to disclaim or refuse to accept the transfer. Provides for the manner of acceptance of a transfer by the beneficiary. Provides that a beneficiary of a transfer on death instrument is subject to the claims of creditors and statutory claimants to the same extent as a beneficiary of any nontestamentary transfer. Describes applicable statute of limitations to contest the validity of a transfer on death instrument. Provides that the preparation of a transfer on death instrument or its revocation is the practice of law. Provides a statutory form for a notice of death affidavit and acceptance of a transfer on death instrument.
Amends the Older Adult Services Act. Requires the Department on Aging to investigate the cost of complying with the Act's provisions concerning the expansion of older adult community-based services, and to report these findings to the appropriation committees of both chambers assigned to hear the agency's budget no later than January 1, 2012. Requires the Department to recommend action in the alternative if the Department determines that compliance is cost prohibitive, and to identify priority service areas for the purpose of directing the allocation of new resources and the reallocation of existing resources to areas of greatest need. Changes the types of projects the Department may include in its Older Adult Services Demonstration Grants program. Makes other changes. Effective immediately.
Amends the Workers' Compensation Act. Increases the city population floor limiting the ability of police officers and fire fighters to be considered "employees" under the Act. Provides that a member of a police department in any city whose population exceeds 500,000 is not considered an "employee" under the Act. Provides that a member of a fire department in any city whose population exceeds 500,000 is considered an "employee" under the Act only with respect to claims for any serious and permanent disfigurement. Further provides that members of a fire department in a city whose population exceeds 500,000 are eligible for compensation for serious and permanent disfigurement only where the disfigurement results from burns. Effective immediately.
Amends the Emergency Medical Services (EMS) Systems Act in the provision concerning the Trauma Center Fund. Provides that under no circumstance shall money collected within one EMS region be redirected to another EMS region. Provides that if money collected from an EMS region cannot be distributed to any trauma center in that EMS region because the trauma center is located outside of the State, then the Department of Public Health shall distribute the money to other health care facilities in the EMS region. Effective immediately.
Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that the Department of Human Services shall strive to guarantee that persons, including children, suffering from mental illness, substance abuse, and other behavioral disorders have access to locally accessible behavioral health care providers who have the ability to treat the person's conditions in a cost effective, outcome-based manner. Requires the Department to designate as essential community behavioral health care providers organizations that meet certain qualifications; promote the co-location of primary and behavioral health care services centers; and work towards reducing Illinois' underserved and health professional shortage areas. Contains provisions concerning fee-for-service compensation; term limits for essential community behavioral health care providers; and other matters. Effective immediately.
Amends the Adoption Act. Provides a form of waiver of parental rights to be used by a putative or legal father of a born or unborn child.
Designates the portion of State Highway 13 between Route 166 and the Saline County line as the "Lory L. Price Memorial Highway".
Requests that police reports include if an automobile accident involved the use of a cellular phone and directs the Department of Transportation to compile statistics from State, county, and municipal law enforcement agencies related to cellular phone use and automobile accidents.
