Amends the Illinois Procurement Code. Provides that the Illinois Procurement Code does not apply to contracts made by the Department of Agriculture for the sole purpose of the sale of intoxicating beverages on the DuQuoin State Fairgrounds.
Amends the Department of Human Services Act. Makes a technical change in a Section concerning the general powers and duties of the Department.
Amends the Illinois Oil and Gas Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois False Claims Act. Makes a technical change in a Section concerning the short title of the Act.
Amends the Public Utilities Act. Makes a technical change in a Section concerning the definition of "telecommunications carrier".
Amends the Property Tax Code. Makes a technical change in a Section concerning the senior citizens assessment freeze homestead exemption.
Amends the Liquor Control Act of 1934. Makes a technical change in a Section concerning the short title.
Appropriates $5,000,000 to the Office of the Attorney General for a grant to the Illinois Association of Court Appointed Special Advocates (Illinois CASA). Effective July 1, 2011.
Designates June 11, 2011 as "Willie Nelson Day" in the State of Illinois.
Appropriates $300,000 to the Department of Transportation for the completion of a formal application for an Access Justification Report for an additional interchange at Interstate 57 and Petroff Road in Franklin County. Effective July 1, 2011.
