CMS LAND CONVEYANCE-MARION

INVESTED CAPITAL-REPEAL CAP

Amends the Public Utilities Revenue Act. Provides that a provision of the Act requiring the Department to issue credits to taxpayers if the total amount received by the Department exceeds $145,279,553 plus an amount equal to the lesser of (i) 5% or (ii) the percentage increase in the Consumer Price Index during the immediately preceding taxable period of the total amount received by the Department for the immediately preceding taxable period applies only for taxable periods ending on or before December 31, 2012. Effective immediately.

HYDRAULIC FRACTURING REG ACT

Creates the Illinois Hydraulic Fracturing Regulatory Act. Prohibits high volume horizontal hydraulic fracturing operations performed without a permit. Regulates where high volume horizontal hydraulic fracturing operations are proposed, planned, or occurring may be located. Provides requirements for permit applications, modification, suspension, and revocation of permits, insurance, well construction and drilling, disclosures, water quality monitoring, investigation and enforcement, violations and penalties, and administrative review. Authorizes the Department of Natural Resources to adopt rules as may be necessary to accomplish the purposes of this Act. Amends the State Finance Act. Creates the Mines and Minerals Regulatory Fund. Effective immediately.

RETIRED STATE EMPLOYEES - QCHP

Urges the members of Illinois House of Representatives to give further consideration to allowing Medicare eligible members who participate in a State health insurance plan to remain in a Quality Care Health Plan rather than automatically being enrolled in a Medicare Advantage plan. Urges the Department of Central Management Services to continue to work with members to aid in the best possible transition to a new health insurance plan as long as such a change is required.

VEH CD-LIONS CLUB SPEC PLATES

Amends the State Finance Act and Illinois Vehicle Code to provide for the issuance of International Lions Club license plates. Creates the Illinois Lions Fund as a special fund in the State treasury. Provides that the applicant shall pay an additional fee of $35 for original issuance of the plates, of which $20 shall be deposited into the Illinois Lions Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $22 shall be charged for each renewal, of which $20 shall be deposited into the Illinois Lions Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that moneys in the Illinois Lions Fund shall be paid as grants to the Lions of Illinois Foundation, to be used as grants to any Lions Club, Lioness Club, or Leo Club in the State to provide funding for the detection, treatment, or rehabilitation of visual and hearing impairment.
