Amends the Illinois Income Tax Act. Reduces the rate of tax on corporations to 4.8% for taxable years beginning on or after January 1, 2012. Makes corresponding changes concerning transfers from the General Revenue Fund to the Local Government Distributive Fund. Effective immediately.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the unlawful use of weapons.
Amends the Elder Abuse and Neglect Act. Expands the list of persons and agencies that shall have access to all records generated as a result of a report of elder abuse, neglect, financial exploitation, or self-neglect to include a law enforcement agency, fire department agency, or fire protection district having proper jurisdiction pursuant to a written agreement between a provider agency and the law enforcement agency, fire department agency, or fire protection district under which the provider agency may furnish to the law enforcement agency, fire department agency, or fire protection district a list of all eligible adults who may be at imminent risk of elder abuse, neglect, financial exploitation, or self-neglect.
Amends the Wildlife Code. Changes the definition of "case" to mean any case, firearm carrying box, shipping box, or container acceptable under specified provisions of the Criminal Code of 1961. Effective immediately.
Amends the Criminal Code of 1961. Redefines child abduction by luring. Provides that the offense consists of intentionally luring or attempting to lure a child: (1) under the age of 17 (rather than under the age of 16) or (2) while traveling to or from a primary or secondary school into a motor vehicle, building, housetrailer, or dwelling place without the consent of the child's parent or lawful custodian for other than a lawful purpose.
Amends the Public Utilities Act. Deletes provisions concerning electric utilities that are required to use cost-effective energy efficiency and demand-response measures to reduce delivery load, energy efficiency analysis, and natural gas energy efficiency programs. Creates a provision that provides after all current obligations and contracts are met, the Illinois Commerce Commission shall refund any remaining funds collected under the electric utilities and natural gas utilities energy efficiency program to the public utilities respective consumers in a proportional manner. Makes corresponding changes in provisions concerning energy efficiency procurement and on-bill financing program for electric utilities and gas utilities. Effective immediately.
