Amends the Wildlife Code. Provides that any person may use a crossbow to take coyotes during any coyote season. Effective immediately.

Amends the Illinois Highway Code and the Illinois Vehicle Code. Provides that highway commissioners may not permanently close, vacate, or reduce the weight limit on any road or portion thereof without the written approval of the county superintendent of highways and the elected board associated with that road district. Effective immediately.
Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Provides that the Department of Financial and Professional Regulation shall create and maintain a website to help persons wishing to create new businesses or relocate businesses to Illinois. Establishes requirements for information to be included on the website.
Mourns the death of Abigail A. Liefer and Hannah M. Porter and declares February 10, 2015 as "Abby & Hannah's Random Act of Kindness Day" in the State of Illinois.
Recognizes the 50th anniversary of the Kaskaskia Regional Port District and declares June 22, 2015 as Kaskaskia Regional Port District Day.

Urges Congress to elevate the national status of Cahokia Mounds and thematically-connected Mound Complexes that are deemed suitable and nationally-significant as a non-contiguous National Historical Park. Alternatively calls upon the President to exercise his authority by Executive Order to designate Cahokia Mounds as a National Monument.
