Amends the Illinois Vehicle Code. Provides that the optional plates issued to the owner of a vehicle exempt from registration under the Code are issued for a single fee of $13 (rather than being issued for a fee of $13 for a 2-year registration period). Effective January 1, 2004.

Amends the Agricultural Co-Operative Act. Requires an association to file a certified copy of the association's articles of incorporation and amendments to the articles with the Director of Agriculture. Requires an association to file a report with the Director of Agriculture within 30 days after its first election of officers. Changes the items required to be filed in an association's annual report and the time for filing the report. Provides that filing fees shall be paid to the Secretary of State. Makes other changes. Effective immediately.
Creates the Illinois Coal Mining and Electric Generation Act. Provides that the goal of the Act is to provide partial financing for the construction of new electric generating facilities in Illinois. Amends the Energy Conservation and Coal Development Act. Provides that new power generation shall be included in the strategies and recommendations made by the Illinois Coal Development Board concerning the promotion of environmentally responsible uses of Illinois coal for meeting electric power supply requirements. Amends the Illinois Coal and Energy Development Bond Act to provide that "coal" and "coal resources" include coal, a coal product or by-product, including the generation of electricity and synthetic fuels (now, including electricity and synthetic fuels). Amends the General Obligation Bond Act. Increases bonding authority by $500,000,000 for the purpose of partially financing new coal burning electric generating facility projects that use Illinois coal and are sited adjacent to Illinois coal mines. Effective July 1, 2003.
Amends the Public Utilities Act. Makes a technical change in the short title Section.
Amends the Surface Coal Mining Land Conservation and Reclamation Act. Repeals provisions concerning the Surface Mining Advisory Council. Effective immediately.
Amends the Counties Code. Provides that in a county with fewer than 2,000,000 inhabitants, certain contracts for services, materials, equipment, or supplies in excess of $20,000 (instead of $10,000) must be let by competitive bid.
Amends the Wildlife Code. Authorizes the Department of Natural Resources to establish and publicize separate deer harvesting seasons, limited to gun or bow use, in order to manage or eradicate disease found in the deer herd. Effective immediately.
Amends the Prevailing Wage Act. Provides that "public works" means fixed works constructed by any public body (rather than fixed works constructed for public use by any public body). Provides that "public works" includes projects financed in whole or in part with loans or other funds made available pursuant to the Illinois FIRST program. Provides that "fixed works" means any change in real estate. Deletes, from the definition of "public body", a requirement that the body be authorized by law to construct public works or to enter into any contract for the construction of public works. works. Provides that the wage for a tradesman performing maintenance is equivalent to that of a tradesman engaged in construction. Requires contractors and subcontractors covered by the Act to post at the project site the prevailing wage rates for each craft or type of worker or mechanic needed to execute the contract or project or work to be performed.
