ST EMPLOYEES-SHIELDS

Amends the Department of Agriculture Law of the Civil Administrative Code of Illinois, the Department of Natural Resources Act, the Department of Human Services Act, the Peace Officer Fire Investigation Act, the University of Illinois Act, and the Illinois Vehicle Code. Provides that the Director of Agriculture, the Director of Natural Resources, the Secretary of Human Services, the State Fire Marshal, the Board of Trustees of the University of Illinois, and the Secretary of Transportation may issue shields or other distinctive identification to employees not exercising the powers of a peace officer if the shield or identification is needed by the employee to carry out his or her duties. Effective immediately.

MEDICAID-LONG TERM CARE SRVCS

Amends the State Finance Act and the Illinois Public Aid Code. Provides that by the end of FY 2005, the Department of Public Aid must estimate a reduction in Medicaid nursing home expenditures based on the average annual expenditure for nursing home beds and estimated reductions in occupancy from FY 2000 through FY 2004. Provides that the Department, in cooperation with the nursing home industry and other affected parties, may reduce Medicaid nursing home expenditures for FY 2006 through FY 2010 based on that estimate. Provides for a redirection of Medicaid nursing home expenditures to expenditures for home and community-based services. Provides that any general funds that are redirected but not spent during any fiscal year shall be transferred to the Long-Term Care Special Administration Fund, which is created. Provides that moneys received from or generated to the fund shall be spent only for home and community-based services or for mechanisms that reduce the number of nursing home beds. Provides for distribution of long-term care funds generated by reductions in nursing home expenditures among certain consumer groups. Provdies standards for implementation. Requires the Department to submit to the General Assembly an annual budget and budget management plan for publicly financed long-term care services.

MUNI CD-ANNEXATION AGREEMENTS

Amends the Illinois Municipal Code. Provides that, unless a continuation in effect requirement is included in an annexation agreement entered into after the effective date of this amendatory Act, municipal ordinances relating to subdivision controls, zoning, official plan, and building, housing and related restrictions, as changed and amended by the municipality after the date of the annexation agreement, shall apply to the annexation property.

PREVAILNG WAGE-DESIGNATED WORK

Amends the Prevailing Wage Act. Provides that workers who perform work specifically designated for installation on a public works project shall be deemed to be employed on public works.

FARM DEVELOPMENT ACT

Amends the Illinois Farm Development Act. Provides that to be eligible for certain State guarantees, a farmer must be a principal operator of a farm or land, at least 30% (instead of 50%) of whose annual income is derived from farming and whose debt to asset ratio shall not exceed the maximum limit established by the Illinois Farm Development Authority (instead of "shall not be less than 40%"). Provides that State guarantees under certain programs shall not exceed $1,000,000 (instead of $500,000). Provides that the collateral acceptable to the Authority must be at least equal to the gross loan amount (instead of "at least equal to the State's portion of the Guarantee to be provided"). Deletes a provision that to be eligible for State guarantees, a farmer's net worth may not exceed $500,000. Deletes a provision stating that a lender may not withdraw a State guarantee if the loan contract provides for an interest rate that may vary. Changes the name of the "Young Farmer Loan Guarantee Program" to the "Illinois Farmer Loan Guarantee Program". Makes other changes.

FIRE DEP-FOREIGN FIRE INSUR BD

Amends the Illinois Municipal Code and the Fire Protection District Act. Provides for creation of a department foreign fire insurance board in fire protection districts. Makes creation of a department foreign fire insurance board automatic rather than dependent upon action by the municipality or fire protection district's corporate authorities. Adds additional audit provisions. Effective immediately.
