Amends the Agricultural Statistics Act. Makes technical changes in a Section concerning statistical information.

Amends the Downstate Teacher Article of the Illinois Pension Code. Extends the early retirement without discount program through June 30, 2010. Reduces the employee contribution for certain participants in that program. Effective immediately.
Amends the Illinois Seed Law. Makes a technical change in a Section concerning the labeling of coated agricultural seeds.
Amends the Illinois Vehicle Code. Provides that, if a person is convicted of a felony or misdemeanor under any law of this State and he or she used a vehicle in the commission of the offense, the court has discretion to order suspension of the person's driving privileges, for not more than 6 months for a first offense in which a vehicle was used, and for not more than one year for a second or subsequent offense in which a vehicle was used.
Amends the Grain Code. Makes a technical change in a Section concerning rules adopted to implement the Act.
Amends the Liquor Control Act of 1934. Makes a technical change in a Section concerning the sale of alcoholic liquor.
Urges the Department of Agriculture, the Department of Commerce and Economic Opportunity, the Department of Natural Resources, and the Environmental Protection Agency to form a working group with the Illinois Farm Bureau, the Illinois Corn Grower's Association, the Illinois Soybean Association, the Illinois Pork Producers Association, and the Illinois Beef Association to study cause and effect issues surrounding the negative impact on the State's rural economy.
Amends the Illinois Open Land Trust Act. Makes a technical change in a Section concerning the legislative policy of the Act.
Amends the Public Utilities Act. Exempts commercial mobile radio service (cell-phone) providers from certain reporting requirements. Also makes technical changes. Effective immediately.
Amends the State Employee Article of the Illinois Pension Code. Provides the alternative (State police) retirement formula for certain automotive mechanics employed by the Department of Central Management Services or the Department of Transportation who are assigned to retrieve or repair State vehicles on State highways or tollways. Effective immediately.
