Appropriates $700,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for a grant to the Village of Washington Park for the removal of derelict housing and trash. Effective July 1, 2004.

Creates the State Advocacy Program for the Homeless Mentally Ill and Developmentally Disabled Act. Creates the Advocacy Division for the Homeless Mentally Ill and Developmentally Disabled in the Department of Human Services to initiate, promote, and coordinate programs for homeless mentally ill and developmentally disabled persons; requires the Division to prepare an annual community service plan and budget for local implementation of services for the homeless. Authorizes the Department to make grants-in-aid to local entities for the purpose of providing services to homeless persons. Creates the Interagency Coordinating Council for the Homeless to review and comment on State programs for the homeless and perform other functions. Amends the Illinois Housing Development Act to require the Illinois Housing Development Authority to ensure that a number of the units held available for persons of low or moderate income are held available for the homeless mentally ill and developmentally disabled as defined in the State Advocacy Program for the Mentally Ill and Developmentally Disabled Act.
Appropriates $2,000,000 from the General Revenue Fund to the Department of Transportation for grants to the Village of Washington Park for street repair and construction. Effective July 1, 2003.
Amends the Southern Illinois University Management Act. Allows the University to establish a hospitality industry training program at its facility located in East St. Louis, Illinois.
Appropriates $3,000,000 from the General Revenue Fund to the Environmental Protection Agency for grants to the City of Venice for sewer repair and construction. Effective July 1, 2003.
Appropriates $15,000,000 from the General Revenue Fund to the Environmental Protection Agency for grants to the Village of Washington Park for sewer repair and construction. Effective July 1, 2003.
Creates the Illinois Student Laptop Computer Initiative for 21st Century Education Act. Established the Illinois Student Laptop Computer Commission to (i) ensure that every elementary student in the State is given a personal laptop computer by the beginning of the 6th grade year and to make grants to local school districts for various purposes and (ii) publish an annual plan for the purchase and distribution of educational technology. Provides that only certain public schools are eligible for assistance from the Commission. Authorizes the Commission to obtain the services of personnel and to enter into contracts and memoranda of understanding with private parties and with State agencies. Provides that all moneys deposited into the Illinois Student Laptop Computer Fund shall be distributed, subject to appropriation, to the Illinois Student Laptop Commission for the purposes of the Act. Provides that money from both public and private sources may be deposited into the Fund. Amends the State Finance Act. Creates the Illinois Student Laptop Fund, a special fund in the State treasury. Effective January 1, 2005.
Amends the Illinois Public Aid Code. Provides that the Department of Public Aid may not establish any formulary limits on, or restrict by any prior authorization requirement, any insulin prescription drug as prescribed and determined to be medically necessary for the treatment of diabetes. Effective July 1, 2004.
Amends the Workers' Compensation Act. Makes a technical change to a Section concerning the Self-Insurers Advisory Board.
Amends the Mobile Home Landlord and Tenant Rights Act. Provides that, in mobile home parks located in a county with a population of more than 3,000,000 or in a county with a population of more than 250,000 that is contiguous to a county with a population of more than 3,000,000: rent may not be increased by more than the consumer price index for a tenant who is between the ages of 65 and 69 and who is renting the same lot as the preceding year; and rent may not be increased for a tenant who is 70 years of age or older and who is renting the same lot as the preceding year. Provides for penalties for violation. Effective immediately.
