Creates the Public School Volunteer Health Care Practitioner Act. Establishes the Public School Volunteer Health Care Practitioner Program to encourage health care practitioners to provide their services in the public schools. Provides that if a health care practitioner provides services, without compensation, in a public school for a specified number of hours, the person is eligible to have his or her license renewal fee waived and 25% of any continuing education hours fulfilled. Effective immediately.
Appropriates $2,800,000 from the General Revenue Fund to the Environmental Protection Agency for grants to the City of Centreville for sewer repair and construction. Effective July 1, 2003.
Appropriates $15,000,000 from the General Revenue Fund to the Department of Commerce and Community Affairs for the purpose of making grants to promote housing development and construction in East St. Louis, Alorton, Centreville, Cahokia, Brooklyn, and Venice. Effective July 1, 2003.
Creates the Empowerment Zone and Enterprise Community School Facility Act. Provides that the Department of Commerce and Community Affairs and the University of Illinois' Urban School Improvement Program shall implement an EZ/EC program to develop and demonstrate mechanisms to attract federal resources and private sector investments to administer the program and support the repair, renovation, and improvement of school buildings and facilities in communities designated under federal law or regulations as Empowerment Zones and Enterprise Communities. Specifies types of demonstration methods that employ federal EZ/EC incentives to leverage private investment in support of improving school buildings and facilities. Provides for implementation of the EZ/EC program in conjunction with schools in communities located in Chicago, East St. Louis, and Springfield. Effective immediately.
Creates the Katherine Dunham Academy for Performing, Visual, and Cultural Arts Act. Establishes the academy, to be located in East St. Louis, Illinois. Provides that the school shall admit students in grades prekindergarten through 12 and students seeking baccalaureate degrees who have been determined eligible to attend. Provides that the school shall be funded by federal grants and State appropriations. Provides that private contribution and endowment programs may be established. Provides that the school shall be governed by a board of trustees, who shall appoint a director to be the chief administrative officer. Lists the powers and duties of the board.
Amends the Illinois Insurance Code. Adds a caption to a Section concerning arbitration of medical malpractice disputes.
Creates the Old Man River Anticipatory Design Center Act. Provides only a short title provision.
Amends the Illinois Guaranteed Job Opportunity Act. Provides that the Secretary of Human Services (now, the Director of Labor) shall administer the Act. Deletes provisions establishing district executive councils, calculating the allocation of funds to each district, and granting specific administrative authority under the Act. Provides that grants may be funded from State and federal sources. Provides that the Department of Human Services may accept applications and issue grants for the operation of projects subject to the availability of State or federal funds and at the discretion of the Secretary. Deletes provisions requiring basic reading and writing testing, counseling, and instruction. Provides that a participant in a job project who has not completed high school may, if appropriate, enroll in an education program and may, if appropriate, enroll in an English as a Second Language program. Deletes provisions requiring that participants receive employment benefits. Changes certain eligibility requirements and wage standards for participants in the job projects. Provides that no eligible participant employed in a job project may be employed on the project for less than 30 hours per week (now, more than 32 hours per week). Makes other changes. Effective July 1, 2003.
Appropriates $10,000 from the General Revenue Fund to the Village of Washington Park for public safety expenses. Effective July 1, 2003.
