Amends the Foreign Trade Zones Act. Provides that more than one trade zone may be created in an area consisting of 2 counties, each with over 200,000 population and each bordering the Mississippi River. Effective immediately.

Amends the Riverboat Gambling Act. Makes a technical change in a Section concerning the annual report of the Board.
Appropriates $1,000,000 to the State Board of Education to expand economics education programs to include cooperative education. Effective July 1, 2003.
Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "taxing district".
Re-enacts certain provisions of the East St. Louis Area Development Act as the East St. Louis Area Development Act of 2004. Provides that the East St. Louis Area Development Authority shall exercise authority over the zone regarding specified matters. Provides for operation of the zone. Effective immediately.
Appropriates $4,000,000 to the Illinois Community College Board for the establishment of Gateway Community College. Effective July 1, 2003.
Creates the Community Investment Corporation Development Task Force to gather information regarding the establishment and operation of community investment corporations in the State.
Appropriates $3,000,000 from the General Revenue Fund to Southern Illinois University for renovation of the Boardview Hotel building for a hospitality training center. Effective July 1, 2004.
Appropriates $2 from the General Revenue Fund to the State Fire Marshal for a grant to the Village of Brooklyn for fire equipment. Effective July 1, 2003.
Appropriates $75,000,000 from the General Revenue Fund to the Capital Development Board for grants to the city of East St. Louis for all costs and expenses associated with separating the now combined sanitary and storm sewers. Effective July 1, 2003.
