Amends the Deposit of State Moneys Act, the Public Funds Deposit Act, the State Officers and Employees Money Disposition Act, and the Public Funds Investment Act. Provides that a treasurer or custodian of public funds may accept, as security for public funds deposited into a bank (i) certain securities authorized by certain provisions of the Deposit of State Moneys Act, the Public Funds Investment Act, or the Public Funds Deposit Act, and (ii) certificates issued by a financial institution with assets of $15,000,000 (instead of $30,000,000) or more. Authorizes a public agency, when depositing public funds, to enter into an agreement with financial institutions requiring that any non-insured funds be collateralized by certain classes of securities. Makes other changes. Effective immediately.

Creates the Environmental Protection Foundation Act. Authorizes the Environmental Protection Agency to create the Environmental Protection Foundation as a not-for-profit foundation. Provides for appointment of the Foundation's Board of Directors. Provides the purposes, duties, and powers of the Foundation. Effective immediately.
Amends the Environmental Protection Act. Provides that a person may not use, cause the use of, or allow the use of (instead of "use") any site, for which a land use limitation has been imposed, in a manner that is inconsistent with that limitation unless certain conditions have been met. Effective immediately.
Amends the Illinois Nuclear Safety Preparedness Act. In a Section concerning definitions, changes references of the "Department of Nuclear Safety" to the "Illinois Emergency Management Agency". Effective immediately.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning tourism.
Amends the Department of Commerce and Community Affairs Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning local tourism grants.
Amends the Property Tax Code. In provisions authorizing the county board to institute a civil action for the whole amount due for taxes and special assessments on the delinquent or forfeited property after final judgement and order of sale against the delinquent property has been entered, provides that the county board institutes the action as trustee for all taxing districts having an interest in the property's taxes or special assessments. Effective immediately.
Amends the Illinois Promotion Act. Makes a technical change concerning promotional materials.
Amends the Illinois Income Tax Act. Creates an historic preservation tax credit. Provides a caption only.
