Amends the Department of Commerce and Community Affairs Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning tourism.

Creates the Technical Rescue Team Response Reimbursement Act. Establishes the Technical Rescue Team Reimbursement Fund to alleviate the financial hardships imposed upon any community that uses State or Mutual Aid Box Alarm System technical rescue teams to respond to emergency incidents. Requires any responsible party to reimburse the emergency response agencies responding to an emergency incident for the costs incurred in using technical response teams to provide emergency action. Provides that, if the responsible party fails to reimburse the emergency response agency, then moneys in the Technical Rescue Team Reimbursement Fund shall be used to reimburse the agency and the responsible party shall be required to reimburse the Fund. Requires the State Fire Marshal to establish a 7-member administrative panel to (i) review claims made against the Fund, determine the identity of responsible parties, and determine the reasonable and necessary expenses to be reimbursed to an emergency response agency and (ii) affirm that the emergency response agency made a reasonable effort to recover expended costs from the responsible party. Amends the State Finance Act to create the Technical Rescue Team Reimbursement Fund.
Amends the Hotel Operators' Occupation Tax Act. Increases the distribution of tax to the International Tourism Fund from 4.5% to 6% beginning in FY04. Corrects a language error. Effective immediately.
Amends the Hotel Operators' Occupation Tax Act. Makes a technical change in a Section concerning persons exempt from the tax.
Amends the Downstate Teachers Article of the Illinois Pension Code. Provides that a member who is eligible to receive a retirement annuity of at least 74.6% of final average salary and who will attain age 55 on or after May 15 of the calendar year of retirement shall be deemed to attain age 55 on May 15 of that calendar year (now who will attain age 55 on or before December 31 during the year which commences on July 1 shall be deemed to attain age 55 on the preceding June 1). Effective immediately.
Amends the Radiation Protection Act of 1990. Changes references from the "Department of Nuclear Safety" to the "Illinois Emergency Management Agency". Provides that the Agency shall set, and periodically revise, license fees, which must approximate radioactive material fees charged by the Nuclear Regulatory Commission. Effective immediately.
Amends the Illinois Historic Preservation Act and the State Finance Act. Authorizes the Historic Preservation Agency to develop and administer a pilot program of grants available in Madison, Monroe, St. Clair, and Clinton counties for various costs of identifying, acquiring, or restoring historic sites. Limits each grant to the lesser of 75% of a project's costs or $75,000. Limits a grant recipient to one grant per site per fiscal year and requires matching funds. Authorizes the Historic Preservation Agency to adopt necessary rules and enter into necessary contracts. Creates a special fund in the State treasury to fund the grants. Requires the investment of excess funds. Requires that returns on fund investments be retained in the special fund.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Requires the Department of Commerce and Economic Opportunity to align the boundaries of local tourism and convention bureaus in a manner determined by the Department to be most beneficial to the promotion of tourism in the State. Effective immediately.
Amends the Illinois Promotion Act. Makes technical changes in a Section concerning the short title.
Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the Department of Commerce and Community Affairs.
