Amends the Environmental Protection Act. Makes a technical change in a Section concerning the Pollution Control Board.
Amends the Southern Illinois University Management Act. Abolishes the Board of Trustees of Southern Illinois University. Provides that the part of Southern Illinois University associated with the Carbondale campus (except the School of Medicine) shall be known as Southern Illinois University at Carbondale and shall be under the governance and control of the Board of Trustees of Southern Illinois University at Carbondale. Provides that that part of Southern Illinois University associated with the Edwardsville campus (along with the School of Medicine) shall be known as Southern Illinois University at Edwardsville and shall be under the governance and control of the Board of Trustees of Southern Illinois University at Edwardsville. Makes corresponding changes in various Acts. Effective July 1, 2006.
Amends the Illinois Horse Racing Act of 1975. Makes a technical change in a Section concerning the short title.
Creates a caption only for a Section concerning a conveyance to the Village of Swansea.
Amends the Illinois Insurance Code. Prohibits insurers from requiring vehicles to be repaired at specific repair facilities. Requires that, before an insurer recommends a specific repair facility, the claimant must request a referral. Requires the insurer to prominently display any suggestion or recommendation of a repair facility in the insurance contract and to not limit or discount the reasonable basis of repair costs if the insured chooses another repair facility. Grants powers to the Secretary to enforce this Section. Provides civil penalties. Provides non-exclusive examples of violations. Makes insurers liable to claimants and repair facilities for damages from violations.
Amends the Emergency Telephone System Act. Makes a technical change in a Section concerning the short title.
Appropriates $500,000 from the General Revenue Fund to the Historic Preservation Grant Fund. Appropriates $500,000 from the Historic Preservation Grant Fund to the Illinois Historic Preservation Agency for the purposes of the Historic Preservation Grant Program as provided in the Illinois Historic Preservation Act. Effective July 1, 2005.
Amends the Tri-City Regional Port District Act. Makes a technical change in a Section concerning the powers of the District to apply for and accept certain grants, loans, and appropriations and to make certain improvements and changes.
Amends the Unified Code of Corrections. Provides that a minor placed in a detention or shelter care facility may not make a telephone call from that facility, except to a family member of the minor placed in the facility who notifies the administrator of the facility that the family member agrees to accept a telephone call made by the minor from that facility. Provides that the Department of Juvenile Justice shall adopt rules to implement this provision. Effective immediately.
