Amends the Criminal Code of 1961. Makes a technical change in a Section concerning justification in the use of force against another person in defense of a dwelling.

Amends the Illinois Vehicle Code and State Finance Act. Provides for the issuance of Sons of the American Legion special license plates. Provides that an applicant shall be charged an additional fee of $15 at original issuance and an additional $10 upon renewal. Provides that $5 of the original issuance fee and renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that $10 of the original issuance fee and $5 of the renewal fee shall be deposited into the Sons of American Legion Scholarship Fund. Creates the Sons of American Legion Scholarship Fund as a special fund in the State treasury. Provides that all moneys in the Sons of the American Legion Scholarship Fund shall, subject to appropriation, be used for grants for scholarships for Illinois residents who are children of members of the Sons of the American Legion and who meet the academic, financial, and other requirements established by the Sons of the American Legion. Provides that all grants must be used at a college or university in Illinois.
Amends the Environmental Protection Act concerning the Site Remediation Program. Provides that certain limitations on liability and cost recovery for site remediation do not apply to sites: (i) that are subject to any remediation or remedial activity regulated under a State program authorized, approved, or delegated pursuant to any federal environmental statute or (ii) that do not qualify to participate in the Site Remediation Program. Specifies that a definition of "remedial action" applies only in the context of the Site Remediation Program. Provides that the Pollution Control Board may (now, "shall") adopt rules concerning liability for certain remedial actions following the release of a regulated substance. Provides that the Environmental Protection Agency's issuance of a No Further Remediation Letter to a site that is eligible for the Site Remediation Program (and not simply to any site) signifies a release from further remedial responsibilities. Makes other changes. Effective immediately.
Designates February 23, 2012, as Illinois Rotarians Service Day in the State of Illinois.
Amends the Public Utilities Act. Provides that the required procurement plan for an electric utility shall include proposed bidding rules, bid documents, standard form contracts, and credit documents and policies. Changes provisions concerning the draft and final procurement plans by the Illinois Power Agency, including the role of the Illinois Commerce Commission. Effective immediately.
Amends the Aircraft Use Tax Law. Provides that the tax does not apply to an aircraft that is not eligible to receive a certificate of airworthiness from the Federal Aviation Administration because the aircraft is not in a condition for safe operation.
Amends the Illinois Vehicle Code. Adds provision for a vehicle title application for an abandoned vehicle acquired under the Labor and Storage Lien (Small Amount) Act by filing with the Secretary of State a copy of the notice and affidavit of abandonment sent to the owner. Adds, in the provisions for the transfer of title by operation of law, a provision that allows for the transfer of title for an abandoned vehicle. Amends the Labor and Storage Lien (Small Amount) Act. Provides that if an automotive collision and body repair facility or an automotive repair facility has a lien for storage or repairs against a vehicle that has been in its possession for 30 days or more and the vehicle is an abandoned junk vehicle or a hazardous dilapidated motor vehicle the facility may sell the vehicle after mailing, with return receipt requested, a Notice and Affidavit of Abandonment to the reported owner, any assignee, other lienor, or other person with a duly recorded security interest in the vehicle. Provides that the notice shall state the amount of the storage lien and state that if the vehicle is not redeemed by payment of the lien amount within 14 days after the notice is sent the vehicle will be sold to a licensed scrap processor to satisfy this and any other liens. Upon the sale of the vehicle to a scrap processor and after satisfying the lien under the Act, any excess proceeds shall be paid to any others with an interest in the vehicle with the balance to be held by the lienor for 6 months. If the owner fails to claim the proceeds within 6 months, the lienor shall deposit the excess proceeds with the county treasurer for the county in which the vehicle was stored for deposit in the county's general revenue fund, subject to the right of the owner to claim the excess proceeds within 3 years after the date of the deposit with the treasurer.
Amends the Illinois Vehicle Code. Provides that the Secretary of State may not register or renew the registration of any vehicle that is subject to liability insurance requirements without first verifying that the vehicle is covered by liability insurance in amounts no less than the statutory minimums. Effective January 1, 2012.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that certain electric vehicles are exempt from taxation under the Acts. Effective July 1, 2011.
Amends the Counties Code. Makes a technical change in a Section concerning board meetings.
