Appropriates $2 from the General Revenue Fund to the Illinois State Board of Education for its FY 08 ordinary and contingent expenses. Effective July 1, 2007.

Amends the Illinois Marriage and Dissolution of Marriage Act. Provides for stepparent custody when the circumstances warrant custody; the circumstances to consider include: the parent's physical and mental health, abilities, and location; the child's living and care arrangements; the stepparent's role concerning care, control, and provision for the child's welfare; the child's age; the length of the marriage between the parent and the stepparent; the child's wishes; and the child's best interests. Provides for stepparent visitation when the circumstances warrant visitation; the circumstances to consider include: the parent's physical and mental condition, abilities, and location; the child's previous residency with the stepparent; the child's wishes; the child's age; the stepparent's role concerning care, control, and provision for the child's welfare; and the best interests of the child.
Creates the Electronic Scrap Recycling Act. Creates the Illinois Materials Management and Financing Commission to manage cost-efficient and environmentally sound State collection, transportation, and recycling of certain electronic devices. Contains provisions concerning a basic fee mechanism, restrictions on hazardous substances, fee reductions for certain manufacturers, self-recycling, retailer responsibilities, program operational standards, State government procurement, and relation to federal law. Amends the Environmental Protection Act concerning e-scrap in landfills. Contains other provisions. Effective immediately, except some provisions are operative beginning January 1, 2009.

Urges the United States Congress to meaningfully address the unsafe toxic imports that threaten our families and communities and to pass tougher trade laws to prevent the further loss of American jobs and the erosion of our standard of living.
Amends the Environmental Protection Act concerning the Site Remediation Program. Provides that certain limitations on liability and cost recovery for site remediation do not apply to sites: (i) that are subject to any remediation or remedial activity regulated under a State program authorized, approved, or delegated pursuant to any federal environmental statute; or (ii) that do not qualify to participate in the Site Remediation Program. Provides that sites that are subject to post-closure, corrective action, or remediation requirements under the federal or State solid hazardous waste laws do not qualify to participate in the Site Remediation Program. Specifies that a definition of "remedial action" applies only to the provisions concerning the Site Remediation Program. Provides that the Pollution Control Board may (now, "shall") adopt rules concerning the proportionate share of liability. Provides that the Environmental Protection Agency's issuance of a No Further Remediation Letter signifies a release of further responsibilities for those sites that are eligible for the Site Remediation Program. Makes other changes. Effective immediately.
Amends the Court of Claims Act. Provides that the jurisdiction of the Court of Claims is expanded to include all claims against local public entities and public employees sounding in tort that allege willful, wanton, or intentional misconduct.
Amends the Environmental Protection Act. Makes a technical change to a Section concerning judicial review.
Amends the Department of Natural Resources (Conservation) Law of the Civil Administrative Code of Illinois. Provides that seniors age 65 or older shall not be charged camping or campsite utility fees on Monday through Thursday of any week.
