COUNTY DETENTION HOMES

Amends the County Shelter Care and Detention Home Act. Provides that, if the county board of any county has levied a tax for a detention home and cannot adequately support the facility, the county board may expend the tax receipts for detention services purchased through agreements with other governmental units. Effective immediately.

MOTOR FUEL-IMPACT FEE-REPEAL

Amends the Motor Fuel Tax Law. Provides that the tax imposed on receivers of motor fuel shall be imposed until January 1, 2025 (instead of January 1, 2013). Amends the Environmental Impact Fee Law. Extends the repeal of the Law to January 1, 2025 (instead of January 1, 2013). Effective immediately.

CREDIT UNIONS-REGULATIONS

Amends the Illinois Credit Union Act. Provides that in determining the appropriate balance in the allowance for loan losses account, a credit union may determine its historical loss rate using a defined period of time of less than 5 years, provided that specified criteria are met. Provides that shares issued in trust may serve as the subscription to a share required under specified provisions for a trustee having the same social security number as the grantor. Contains provisions concerning marketing of services by a credit union. Provides that credit unions may make residential real estate mortgage loans on terms and conditions established by the United States Department of Agriculture through its Rural Development Housing and Community Facilities Program and that the portion of any loan in excess of the appraised value of the real estate shall be allocable only to the guarantee fee required under the program. Imposes conditions on any rulemaking authority. Effective immediately.

LONGITUDINAL EDUC DATA SYSTEM

Creates the P-20 Longitudinal Education Data System Act. Requires the State Board of Education, the Illinois Community College Board, and the Board of Higher Education to jointly establish and maintain a longitudinal data system by entering into one or more agreements that link early learning, elementary, and secondary school student unit records with institution of higher learning student unit records. Subject to appropriation, requires the State Board of Education to establish a data warehouse that integrates data from multiple student unit record systems and supports all of the uses and functions of the longitudinal data system. Provides that the data warehouse must be developed in cooperation with the Illinois Community College Board and the Board of Higher Education and must have the ability to integrate longitudinal data from early learning through the postsecondary level. Sets forth provisions concerning the collection and maintenance of data, data sharing, privacy protection laws, and the performance of an evaluation and submission of a report. Makes changes to the Charter Schools Law of the School Code concerning not being exempt from the Act and the Illinois School Student Records Act concerning the federal Family Educational Rights and Privacy Act. Effective immediately.

SCH CD-AID-MINE SUBSIDENCE

Amends the School Code. In a Section allowing the State Board of Education to distribute loan or grant moneys to school districts for temporary relocation expenses, provides that the moneys may be distributed for temporary relocation expenses incurred by school districts as a result of mine subsidence. Effective July 1, 2009.

DPT VET AFF-WAR ON TERROR COMP

Creates the War on Terrorism Compensation Act. Provides that every person who has served on active duty with the armed forces of the United States on or after September 11, 2001 and prior to such time as Congress declares such persons ineligible for the Global War on Terrorism Expeditionary Medal or the Global War on Terrorism Service Medal is entitled to receive compensation of $100 for such service if he or she had been a resident of the State of Illinois for at least 12 months immediately preceding the time he or she entered such service and meets certain other requirements. Provides that no payment may be made to any person who, though in such service: did civilian work at civilian pay; did not serve at least 30 consecutive or 60 nonconsecutive days outside the United States or its territories; or has received from another state a bonus or compensation of like nature. Provides that applications for compensation must be made to the Department of Veterans' Affairs. Effective immediately.

IFA-RENEWABLE ENERGY

Amends the Illinois Finance Authority Act. Increases the authorization for certain agricultural assistance by $150,000,000. Authorizes bonds for "renewable energy resources projects" (in addition to clean coal and energy projects), including electric transmission lines and equipment and plants that produce renewable fuels. Allows clean coal projects to include transportation of carbon, clean coal facilities, and SNG facilities. Provides that bond authorization for these purposes is in addition to and not limited by other bond limitations in the Act. Makes other changes. Effective immediately.

DPH-MIGRANT LABOR CAMP-LICENSE

Amends the Illinois Migrant Labor Camp Law. Provides that licenses shall be issued prior to operation (instead of upon a calendar year basis). Effective immediately.
