Amends the Illinois Highway Code. Makes a technical change in a Section concerning a county board's use of tax moneys.
Amends the Riverboat Gambling Act. Makes a technical change in a Section concerning the annual report of the Illinois Gaming Board.
Amends the Child Death Review Team Act. Requires the Director of Children and Family Services to submit specified reports in response to a child death investigation to the State Representative and State Senator in whose legislative districts the case arose. Provides that by January 1, 2012 (rather than January 1, 2010), the Child Death Review Teams Executive Council shall submit a report to the Director, the General Assembly, and the Governor summarizing the results of the Child Death Investigation Task Force together with any recommendations for statewide implementation of a protocol for the investigation of all sudden, unexpected, or unexplained child deaths.
Amends the Facilities Requiring Smoke Detectors Act and the Smoke Detector Act. Provides that in the case of any dwelling unit or any unit of a nursing home, MR/DD community care facility, community residential alternative, or child care facility that is newly constructed, reconstructed, or substantially remodeled on or after January 1, 2011, smoke detectors permanently wired into the structure's AC power line must also maintain an alternative back-up battery power source. Effective January 1, 2011.
Amends the Personnel Code. Establishes a preference in the form of points to be added to the final grade of a person who has completed a United States Department of Labor Office of Apprenticeship registered apprenticeship program. Requires the Department of Central Management Services to adopt rules and to verify that persons are qualified for the preference. Effective immediately.

Amends the IMRF Article of the Illinois Pension Code. Makes county probation officers eligible for the sheriff's law enforcement employee (SLEP) formula. Allows these probation officers to convert non-SLEP service as a probation officer into SLEP credit by paying the difference in employee contributions plus interest. Provides that the conversion may only occur within 5 years after the effective date of the amendatory Act. Effective immediately.
Appropriates $2 from the General Revenue Fund to the Capital Development Board for FY10 capital projects. Effective July 1, 2009.
