Amends the Illinois Income Tax Act. Allows an income tax credit for each individual taxpayer who is a teacher, instructor, counselor, principal, or aide who worked in a school in Illinois for at least 900 hours during the taxable year. Provides that the amount of the credit is equal to 25% of the eligible classroom expenses made by the taxpayer during the taxable year, but the credit may not exceed $250. Defines "eligible classroom expenses" as the aggregate amount of nonreimbursed classroom expenses made by the taxpayer during the taxable year less $250. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero. Effective immediately.

Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning the administration of the Code.

Opposes a 66% increase in the income tax as well as an expansion of the State use and occupation taxes to certain services.
Amends the Public Utilities Act. Provides that any gas utility may enter into a contract for up to 20 years of supply with any company for the purchase of synthetic natural gas (rather than a 20-year supply contract with any company for synthetic natural gas) produced from coal through the gasification process if the company has commenced construction of a coal gasification facility by July 1, 2009 (rather than July 1, 2008). Makes changes in factors used to determine whether the cost for synthetic natural gas is reasonable and prudent. Effective immediately.
Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning method of arrest.
Amends the Election Code. Makes a technical change in a Section concerning the continuation of prior laws.
Amends the Unemployment Insurance Act. Provides that an individual shall be considered unavailable for work on specified holidays if, within 10 calendar days after notification of the filing of a claim, the employer designates, by notice to the Director of Employment Security, the period of the holiday and if the failure to work on that day is a result of the holiday.
Amends the Uniform Arbitration Act. Provides that no agreement to arbitrate any liability arising out of the employment of a seaman, master, vessel crew member, or railroad employee is binding or enforceable. Effective immediately.
