Amends the IMRF Article of the Illinois Pension Code. Makes county probation officers eligible for the sheriff's law enforcement employee (SLEP) formula. Allows these probation officers to convert non-SLEP service as a probation officer into SLEP credit by paying the difference in employee contributions plus interest; requires an affirmative resolution by the employer. Includes provisions allowing the employee to have the contribution deducted from the retirement annuity in certain circumstances. Allows the employer to amortize over 5 years the liability resulting from conversions occurring in the first year. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Riverboat Gambling Act. Provides that the Board shall issue 10 licenses (rather than may issue up to 10 licenses). Increases the owners license renewal fee from $5,000 per year to $50,000 per year. Provides that the additional license renewal fee moneys shall be paid to a compulsive gambling program administered by the Department of Human Services. Provides that riverboat gambling is authorized from a home dock located in a municipality that (1) borders on the Mississippi River or is within 5 miles of such a municipality and (2), on the effective date of this amendatory Act, has a riverboat conducting riverboat gambling operations under the Act, provided that one of those licensees shall operate from a dock in the city of East St. Louis. Provides that an owners licensee that receives an owners license authorizing it to begin conducting riverboat gambling operations on or after the effective date of this amendatory Act must attain a level of at least 20% minority person and female ownership, at least 16% and 4% respectively. Deletes the provision requiring an owners licensee to limit the number of gambling participants to 1,200. Decreases the wagering and admission tax rates beginning when gambling operations begin under a dormant license. Provides that the first $500,000 in fines and penalties collected under the Act each fiscal year, instead of being deposited into the Education Assistance Fund, shall be deposited into the General Revenue Fund and paid to the Department of Human Services, subject to appropriation, to be used for the treatment of compulsive gambling. Amends Public Act 91-40 to replace that Act's inseverability clause with a severability clause. Effective immediately.
Creates the Economic Recovery Act. Creates the Illinois Economic Recovery Program. Provides for the appointment and terms of the members of the Board of Directors of the Program. Sets forth the powers and duties of the Program. Requires the Program to file a certified annual report with the Auditor General and an annual report with the Governor, the General Assembly, and the Economic and Fiscal Commission. Establishes the Portfolio Risk Insurance Reserve Fund as a special fund created outside of the State treasury. Sets forth procedures for the management of the Fund. Provides that the Program may enter into agreements with lenders. Creates the Illinois Economic Recovery Fund as a fund within the State treasury.
Amends the Public Utilities Act. Adds a caption and makes technical changes to the short title Section of the Telecommunications Article.
Amends the Downstate Firefighter Article of the Illinois Pension Code. Removes the village or town attorney from the Board. Effective immediately.
Amends the Residential Real Property Disclosure Act. Adds to the list of disclosures that a seller must give to a buyer of residential property whether the property is within one mile of a firing range. Effective immediately.
Allows the Board of Trustees of Southern Illinois University to convey to the City of East St. Louis all rights, title, and interest of the Board of Trustees in and to real estate located at 411 E. Broadway in East St. Louis, Illinois, together with the improvements situated thereon. Amends the State Property Control Act to exclude the property from the definition of property. Effective immediately.
Amends the Public Utilities Act. Makes a technical change in a Section concerning legislative findings.
Amends the Radiation Protection Act of 1990. Decreases the frequency with which certain radiation installations must be inspected by the Department of Nuclear Safety. Effective immediately.
