Amends the State Officials and Employees Ethics Act. With respect to an executive branch State employee who is the subject of an Executive Inspector General's investigation and whose agency head or ultimate jurisdictional authority agrees with the Inspector General as to disciplinary action against the employee, establishes procedures for providing a redacted version of the Inspector General's summary investigation report to the Executive Ethics Commission, to the employee, and to the public, under certain circumstances.

Amends the Public Community College Act. Makes changes in a Section allowing a community college district to levy a tax or issue bonds for alteration or repair of physical facilities for certain health, safety, energy conservation, environmental protection, and handicapped accessibility purposes. Allows the tax to be levied or bonds issued for alterations or repairs necessary for resource efficiency or sustainability. Provides that the district may levy the tax if, among other conditions, a certified estimate of a licensed architect or engineer stating the estimated amount (instead of stating the estimated amount of not less than $25,000) that is necessary to make alterations or repairs has been secured by the district. Removes a provision allowing the district to borrow money not in excess of $4,500,000 in the aggregate at any one time. Provides that the district may borrow money if, among other conditions, a certified estimate of a licensed architect or engineer stating the estimated amount (instead of stating the estimated amount of not less than $25,000) has been secured by the district.
Amends the Illinois Vehicle Code. Renames a "motorized pedalcycle" as a "moped" throughout the Illinois Vehicle Code and 2 Sections of the Cycle Rider Safety Training Act. Redefines "moped" as a motor-driven cycle, with or without optional power derived from manually operated pedals, whose speed attainable in one mile is at least 20 mph but not greater than 30 mph, and is equipped with a motor that produces 2 brake horsepower or less. (rather than a motor-driven cycle whose speed attainable in one mile is 30 mph or less, which is equipped with a motor that produces 2 brake horsepower or less). Provides that the Secretary may provide an expedited process for the issuance of vehicle titles. Provides that expedited title applications must be delivered to the Secretary of State's Vehicle Services Department in Springfield and provides time requirements for processing those applications. Provides that the cost for expedited title services is $30 and all fees collected by the Secretary of State for expedited services will be deposited into the Motor Vehicle License Plate Fund. Provides that the registration fee paid by any vehicle owner who has been approved for benefits under the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act, or who has claimed and received a grant under that Act, or who is the spouse of such a person shall be $24 instead of the fee otherwise provided for specified types of vehicles. Deletes outdated language referring to senior citizen vehicle registration fees.
Amends the Recyclable Metal Purchase Registration Law. Requires a recyclable metal dealer to obtain and record certain information for each transaction involving the purchase of metal street signs, including a declaration, signed and dated, by the person or persons from whom the metal street signs were purchased which states that the property subject to the transaction is not stolen property. Contains a provision regarding exemptions, defines the term "metal street sign", and makes other changes. Effective immediately.
Amends the Higher Education Student Assistance Act and the Illinois Income Tax Act. Authorizes the Illinois Student Assistance Commission to establish systems and programs to encourage employers to match employee contributions to prepaid programs of college savings by making donations to the Commission for prepaid programs of college savings and its programs of grants and loans to make higher education affordable for all residents of the State and to receive, hold, and disburse all such funds made available through those programs for the purposes for which they are authorized by rule or by law. Creates an income tax credit for employers who, during the taxable year, make a matching donation on behalf of an employee. Provides that the credit is 25% of the matching donation, but not to exceed $500 per employee. Provides that the credit may be carried forward for 3 taxable years. Effective immediately.
Amends the Illinois Public Aid Code. Provides that if an applicant for medical assistance is a resident in a nursing home, the Department of Healthcare and Family Services must notify the nursing home, in writing, of the Department's decision on the application. Effective immediately.
Amends the Prevailing Wage Act. Provides that the Act applies to the demolition of public works.
Amends the Illinois Finance Authority Act. Provides that the Act applies to certain projects located outside of the State, if the project involves property or facilities that are owned, operated, leased, or managed by an entity located within the State. Sets forth criteria for approving out-of-State projects. Provides that the Authority shall not provide financing for any project, or portion of a project, located outside of the United States. Provides that the Authority shall not provide financing that constitutes an indebtedness of the State for any project, or portion of a project, located outside of the State. Provides that the Illinois Finance Authority may approve an application to finance or refinance a project located outside of the State only if the Authority has the ability to issue at least another $1,000,000,000 of bonds after giving effect to the financing or refinancing or the out-of-state project. Proposes that the Authority shall not provide financing that uses State volume cap under Section 146 of the Internal Revenue Code of 1986 for a project located outside of the State. Effective immediately.
Amends the Personnel Code. Makes a technical change in a Section concerning the short title.
Congratulates Greg DeCourcey on the occasion of his retirement as head baseball coach of Marquette Catholic High School.
