Amends the Workers' Compensation Act. Makes a technical change to a Section concerning the Self-Insurers Advisory Board.
Amends the Code of Civil Procedure. Provides that in all cases of tenancy for any term less than one year, other than tenancy from week to week, where the tenant holds over without special agreement, the landlord may terminate the tenancy by 15 (instead of 30) days' notice, in writing, and may maintain an action for forcible entry and detainer or ejectment.
Amends the Firearm Owners Identification Card Act. Denies home rule powers to require firearm training and instruction or to otherwise regulate the ownership or possession of firearms. Effective immediately.
Amends the River Edge Redevelopment Zone Act. Provides that, on and after the effective date of this amendatory Act, the Department may certify an additional pilot River Edge Redevelopment Zone in the City of Alton. Effective immediately.
Amends the Firearm Concealed Carry Act. Removes requirement that a non-resident applicant for a concealed carry license must be from a state or territory of the United States with laws on firearm ownership, possession, and carrying that are substantially similar to the Illinois Act. Removes authority of the Department of State Police to approve states and territories with substantially similar laws. Effective immediately.
Amends the Illinois Income Tax Act and the Economic Development for a Growing Economy Tax Credit Act. Provides that the amount of any credit awarded under the Economic Development for a Growing Economy Tax Credit Act may exceed the tax liability for the year the credit is computed. Provides that excess credit amounts may be carried forward and applied to the tax liability of the 5 taxable years following the excess credit year or refunded to the Taxpayer (instead of carried forward only). Effective immediately.
Amends the Firearm Concealed Carry Act. Adds certified firearms instructors to the civil immunity provision that removes liability for damages in a civil action from alleged wrongful or improper granting, denying, renewing, removing, suspending, or failing to grant, deny, renew, remove, or suspend a concealed carry license, except for willful or wanton misconduct. Effective immediately.
Amends the Downstate Public Transportation Act. Provides that the annual increase in a participant's maximum eligible operating expenses is the percentage increase in the net revenue realized under the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act in the preceding fiscal year (now, 10%). Makes changes in the definition of "operating expenses". In provisions concerning grants, provides that any procurement by a participant using debt service for which operating reimbursement will be requested shall not be subject to the Department's procurement process, but shall be subject to a locally approved procurement process that complies with all federal procurement standards. Provides that, in Fiscal Year 2013, all funds remaining in the Downstate Public Transportation Fund after the payments have been made to participants shall remain in the Downstate Public Transportation Fund. Provides that, in Fiscal Year 2014 and thereafter, an amount equal to the difference between the appropriations from the Downstate Public Transportation Fund in the preceding fiscal year and moneys deposited into that Fund in the preceding fiscal year shall be transferred from the Downstate Public Transportation Fund to the Downstate Transit Improvement Fund (now, the entire amount remaining in the Downstate Public Transportation Fund is transferred to the Downstate Transit Improvement Fund). Effective immediately.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning the short title.
