Proposes to amend the Executive Article of the Illinois Constitution. Provides that a person may not be elected to the office of Governor for terms totalling more than 8 years. Provides that service prior to the date of the adoption of the amendment shall be considered in the calculation of a person's service. Provides that any person holding the office of Governor at the time of the adoption of the proposed amendment to the Illinois Constitution who meets the specified term limitation shall be allowed to complete his or her term of office. Effective upon being declared adopted.

Amends the Installment Sales Contract Act. Changes the definition of "seller" under the Act to mean an individual or legal entity that possesses a legal or beneficial interest in real estate and that enters into an installment sales contract more than 3 times during a continuous 12-month period to sell residential real estate. Provides that the Installment Sales Contract Act applies only to contracts entered into once an individual or legal entity has qualified as a seller. Effective immediately.

Creates the Preserving Illinois Neighborhoods Act. Provides that, for taxable years that begin on or after January 1, 2027 and end on or before December 31, 2032, qualified taxpayers who incur qualified new construction expenditures or qualified rehabilitation expenditures during the taxable year are entitled to a credit. Effective immediately.

Amends the Illinois Municipal Code. Provides that persons who serve or have served a municipality as regularly enrolled volunteer firefighters or work or have worked in industries with applicable skills, as approved by the municipality's board of fire and police commissioners, (in addition to persons employed by a municipality who have been paid-on-call or part-time certified Firefighter II or certified Firefighter III or by the State of Illinois or nationally licensed EMT, EMT-I, A-EMT, or paramedic) may be preferred for appointment to and employment with the municipality's fire department.

Amends the Property Tax Code. Provides that, beginning with taxable year 2027, the long-time occupant homestead exemption applies in all counties. Effective immediately.

Amends the Code of Criminal Procedure of 1963. Provides that, upon verified petition by the State, the court shall hold a hearing and may deny a defendant pretrial release if the person is charged with: (1)(i) a crime of violence, as defined in the Crime Victims Compensation Act; or (ii) a sex offense, as defined in the Sex Offender Registration Act; and (2) the offense occurred in or upon the exterior or grounds of, a church, synagogue, mosque, or other building, structure, or place identified or associated with a particular religion or used for religious worship or other religious purpose.

Congratulates KMOX Radio on its 100th anniversary, expresses thanks for its service covering issues important to Illinoisans, and wishes it the best as it enters its second century of broadcasting.

Congratulates the Trimpe Middle School seventh grade girls basketball team, the Eagles, on winning the 2025 Illinois Elementary School Association (IESA) Class 7-4A State Championship.

Makes application to Congress under the provisions of Article V of the Constitution of the United States for the calling of a convention of the states limited to proposing amendments to the Constitution of the United States that impose fiscal restraints on the federal government, limit the power and jurisdiction of the federal government, and limit the terms of office for its officials and for members of Congress.

Proposes to amend the Legislature Article of the Illinois Constitution. Provides that two-thirds of each house shall constitute a quorum to do business, but a smaller number may adjourn from day to day, and compel the attendance of absent members, in such manner and under such penalties as each house may provide (now, a majority of the members elected to each house constitutes a quorum). Effective upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.
