Amends the Higher Education Student Assistance Act with respect to the Monetary Award Program. Makes changes concerning definitions. Provides that, beginning with the 2016-2017 academic year, an applicant who is a freshman dependent college student is required to achieve at least an ACT college entrance exam composite score of 18 or a 3.0 cumulative grade point average on a 4.0 scale, or its equivalent, in high school in order to be eligible for a grant.

Amends the Criminal Code of 2012. Deletes provision that the offense of unlawful sale or delivery of firearms includes the manufacture, sale, or delivery by a holder of a license as a dealer, importer, manufacturer, or pawnbroker under the federal Gun Control Act of 1968 to any unlicensed person a handgun having a barrel, slide, frame, or receiver which is a die casting of zinc alloy or any other nonhomogeneous metal which will melt or deform at a temperature of less than 800 degrees Fahrenheit. Effective immediately.
Amends the Recreational Trails of Illinois Act. Repeals Sections concerning Off-Highway Vehicle Usage Stamps. Effective immediately.
Amends the Firearm Concealed Carry Act concerning the prohibition by a licensee from knowingly carrying a firearm into any building or portion of a building under the control of a unit of local government. Provides that nothing in this provision shall prevent a licensee holding the office of mayor, alderman, president, trustee, marshal, or deputy marshal of a municipality, from carrying a handgun as defined in the Act while attending a public meeting at a building under the control of the municipality. Provides that nothing in this provision shall prevent a licensee who is a member of a park district board from carrying a handgun as defined in the Act while attending a public meeting at a building under the control of the park district.
Amends the School Code. With respect to the suspension or expulsion of pupils, provides that if a firearm generally used for hunting purposes is found to be in a student's vehicle and the student has not faced prior disciplinary action for bringing a weapon to school, then the school board may not expel the student (rather than requiring expulsion for a period of not less than one year). Provides that the school board may suspend the student for no more than 3 days instead. Provides that these provisions do not apply to a handgun as defined in the Firearm Concealed Carry Act or any firearm located outside of the student's vehicle on school property.
Amends the Illinois Income Tax Act. Creates an income tax checkoff to allow taxpayers to make contributions to Special Olympics Illinois and Special Children's Charities. Effective immediately.
Amends the Regulatory Sunset Act. Extends the repeal of various Articles of the Illinois Insurance Code from January 1, 2017 to January 1, 2027. Effective immediately.
Appropriates $2 from the General Revenue Fund to the Joint Committee on Administrative Rules for its FY 16 ordinary and contingent expenses.

Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Adds involuntary sexual servitude of a minor to the offenses for which a health care worker license can be revoked. Provides that if a licensed health care worker has been convicted of a forcible felony, other than a forcible felony requiring registration under the Sex Offender Registration Act or involuntary sexual servitude of a minor that is a forcible felony, and the health care worker has had his or her license revoked, the health care worker may petition the Department of Financial and Professional Regulation to restore his or her license. Establishes factors that the Department shall consider in determining whether a license shall be restored. Further provides that this process for petition and review by the Department shall apply to a person whose licensed is denied under these provisions.
