Urges the Office of the Architect of the Capitol to oversee the design and creation of a portrait for the State Capitol Building of the late former State Representative and House Majority Leader Barbara Flynn Currie, a trailblazer in State politics whose work improved the lives of countless Illinoisans and expanded opportunities for generations of women.

Creates the Junk Fee Ban Act. Provides that it is a violation of the Act for a person to: (1) offer, display, or advertise an amount a consumer may pay for merchandise without clearly and conspicuously disclosing the total price; (2) fail, in any offer, display, or advertisement that contains an amount a consumer may pay, to display the total price more prominently than any other pricing information; (3) misrepresent the nature and purpose of any amount a consumer may pay, including the ability to refund the fees and the identity of any merchandise for which fees are charged; (4) fail to disclose clearly and conspicuously before the consumer consents to pay, the nature and purpose of any amount a consumer may pay that is excluded from the total price, including the ability to refund the fees and the identity of any merchandise for which fees are charged; or (5) offer, display, or advertise, including through direct offerings, third-party distribution, or metasearch referrals, a total price for a place of short-term lodging that does not include all required fees. Requires total price disclosures for retail mercantile establishments and food service establishments; and the disclosure of delivery fees. Provides that the Attorney General may enforce violations of the Act as an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Preempts home rule powers.

Appropriates $16,358,900 from the General Revenue Fund to the Department of Human Services Rehabilitation Services Bureau for grants to independent living centers. Effective July 1, 2026.

Appropriates $18,000,000 from the General Revenue Fund to the Illinois Emergency Management Agency and Office of Homeland Security for deposit into the IEMA State Projects Fund for grants and operational expenses associated with the administration of Illinois' Not-For-Profit Security Grant Program. Effective July 1, 2026.

Appropriates $16,358,900 from the General Revenue Fund to the Department of Human Services Rehabilitation Services Bureau for grants to independent living centers. Effective July 1, 2025.

Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that the Department shall coordinate with units of local government and school districts and may award grants to units of local government or school districts to effectuate this policy. Provides that the Department shall coordinate with school districts to ensure that, in the case of the provision of menstrual hygiene products in school restrooms, the employee or third-party contractor who is normally responsible for ordering, stocking, and replenishing the supply of toilet tissue and paper towels in school restrooms shall also be responsible for ordering, stocking, and replenishing the supply of menstrual hygiene products in the school restrooms. Allows the Department to adopt rules. Effective January 1, 2026.

Amends the Illinois Finance Authority Act. Makes changes concerning the fire truck revolving loan program, the fire station revolving loan program, and the ambulance revolving loan program. Provides that those loans shall be paid out of certain locally held funds established by the Illinois Finance Authority. Provides that loans for the purchase of fire trucks may not exceed $750,000 per truck. Provides that loans for the purchase of ambulances may not exceed $350,000 to any fire department, fire protection district, or non-profit ambulance service. Makes other changes.

Amends the Illinois Insurance Code. Sets forth provisions requiring an individual or group policy of accident and health insurance amended, delivered, issued, or renewed in this State on or after January 1, 2028 to provide coverage for up to a 12-month supply of prescription hormone therapy, and the necessary supplies for self-administration, that is prescribed by a network provider within the provider's scope of practice and dispensed at one time for an enrollee by a provider or pharmacist, or at a location licensed or otherwise authorized to dispense drugs or supplies. Amends the Pharmacy Practice Act. Provides that, notwithstanding any other provision of law, a dispensing provider or pharmacist shall dispense, at a patient's request, up to a 12-month supply of a prescription hormone therapy and the necessary supplies for self-administration pursuant to a valid prescription that specifies an initial quantity followed by periodic refills, except as specified. Amends the State Employees Group Insurance Act of 1971 and the Illinois Public Aid Code to require coverage under the provisions of those Acts.

Amends the Environmental Protection Act. In provisions concerning the regulation of air pollution, water pollution, drinking water, hazardous waste, and landfills, provides that the Illinois Pollution Control Board shall not adopt any standards that are less stringent than those existing in Board regulations. Provides that various provisions of the Act shall not be construed to limit the right of a person to submit to the Board, or for the Board to adopt, regulations more stringent than the regulations promulgated by the Administrator of the United States Environmental Protection Agency.
