Amends the Limited Liability Company Act. Reduces the expedited service fee for a limited liability company's articles of organization from $100 to $0. Effective immediately.

Amends the Statute on Statutes. Makes a technical change in a Section regarding the application of the Act.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department shall issue a quarterly report to the Commerce Committee of the Illinois Senate detailing the number of new businesses incorporating or otherwise forming in Illinois, the number of businesses not seeking renewal of their registration or having lapsed registration in Illinois, and the number of businesses renewing registrations in Illinois. Effective immediately.
Amends the Public Community College Act. Makes a technical change in a Section concerning the Illinois Community College Board.
Creates the Prepaid Wireless 9-1-1 Surcharge Act. Provides for a prepaid wireless 9-1-1 surcharge of 1.5% per retail transaction. Provides that a home rule municipality with a population of more than 500,000 that was imposing its own surcharge on wireless carriers prior to July 1, 1998, may impose a prepaid wireless 9-1-1 surcharge not to exceed 6% per retail transaction sourced to that jurisdiction. Defines "retail transaction". Sets forth the requirements and procedures for sellers to collect and remit the prepaid wireless 9-1-1 surcharge. Exempts providers and sellers of prepaid wireless telecommunications service from liability for damages under specified circumstances. Preempts home rule powers. Contains other provisions. Amends the Wireless Emergency Telephone Safety Act. Removes from the definition of "wireless telephone service" prepaid wireless telephone service. Deletes certain provisions concerning surcharges for prepaid wireless telephone service. Extends the repeal of the Act to January 1, 2019. Provides that the term "wireless subscriber" does not include a subscriber with an account or number associated with prepaid wireless telecommunication service. Makes other changes. Effective July 1, 2011.
Amends the Stalking No Contact Order Act, the Civil No Contact Order Act, and the Illinois Domestic Violence Act of 1986 to provide that under no circumstances shall a stalking no contact order, civil no contact order, or order of protection require a school district to prohibit entrance of a respondent student where the respondent student is the recipient of special education services pursuant to an individualized education plan. Provides that no stalking no contact order, civil no contact order, or order of protection may require a change in placement or a material change in services for either the petitioner or respondent student under the federal Individuals with Disabilities Education Act and the School Code. Provides that federal and State law regarding special education and related services prevail in the event of a conflict with an order under any of the Acts. Provides that where a respondent student subject to an order under any of the Acts requests a transfer to another school within the district, then the district may, in its sole discretion, transfer the student to another school. Provides that the choice of school to which a respondent student is transferred is at the sole discretion of the district. Provides that no district violates an order under any of the Acts for permitting a respondent student to attend a school in the district where the student is a properly enrolled student.
Amends the School Code. Provides that, with respect to any State statute or administrative rule that defines a general education classroom to be composed of a certain percentage of students with individualized education programs (IEPs), students with individualized education programs shall exclude students receiving only speech services outside of the general education classroom, provided that the instruction the students receive in the general education classroom does not require modification. Provides that, in every instance, a school district must ensure that composition of the general education classroom does not interfere with the provision of a free and appropriate public education to any student. Effective immediately.
Amends the Employee Washroom Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Vehicle Code. Provides that speed limits for first and second division vehicles on 4-lane highways outside the counties of Cook, DuPage, Kane, Lake, McHenry, and Will shall be uniform. Effective January 1, 2012.
Amends the Technology Development Act. Authorizes the State Treasurer to segregate up to 3% of the Treasurer's investment portfolio in the Technology Development Account IIa. Authorizes investments from the account to provide venture capital to help attract, assist, and retain quality technology businesses in Illinois. Provides that the Treasurer may solicit proposals from entities to manage and be the General Partner of Technology Development Account IIb, a separate fund consisting of investments from private sector investors that must invest, at the direction of the Treasurer, in tandem with TDA IIa. Sets restrictions and conditions. Effective immediately.
