Amends the Methamphetamine Control and Community Protection Act. Provides that it is a Class 3 felony to attempt to possess, procure, transport, store, or deliver anhydrous ammonia in an unauthorized container. Effective January 1, 2008.

Amends the Property Tax Code. Adds a Section concerning the assessment of certain timberland. Contains only a caption.
Amends the School Code. Makes a technical change in a Section concerning a high school equivalency testing program.
Amends the Genetic Information Privacy Act. Makes a technical change in a Section concerning legislative intent.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides an exemption from taxation under the Acts for tangible personal property used in the construction, maintenance, or operation of a public water supply that is operated by a not-for-profit entity. Provides that the Acts' sunset provisions do not apply to these exemptions.
Amends the Children with Disabilities Article of the School Code. Adds school counselor and school counselor intern to the list of professions included in the definition of "professional worker". Effective immediately.
Amends the Methamphetamine Precursor Control Act. Provides that any person who, in order to acquire a targeted methamphetamine precursor, knowingly uses or provides the driver's license or government-issued identification of another person, who knowingly uses or provides a fictitious or unlawfully altered driver's license or government-issued identification, or who otherwise knowingly provides false information, is guilty of a Class 4 felony for a first offense, a Class 3 felony for a second offense, and a Class 2 felony for a third or subsequent offense. Defines "fictitious driver's license", "unlawfully altered driver's license", and "false information".
Amends the Sex Offender Registration Act. Provides that when a sex offender registers with the appropriate law enforcement agency, he or she shall provide the law enforcement agency with all e-mail addresses, instant messaging identities, chat room identities, and other Internet communications identities that the sex offender uses or plans to use, all Uniform Resource Locators (URLs) registered or used by the sex offender, and all blogs and other Internet sites maintained by the sex offender or to which the sex offender has uploaded any content or posted any messages or information. Amends the Sex Offender Community Notification Law. Provides for disclosure of such information to the public. Effective immediately.
Amends the Illinois Fertilizer Act of 1961. Provides that any person distributing fertilizer in this State shall provide the Director of the Illinois Department of Agriculture with a summary report of tonnage. Provides that persons engaged in the sale of ammonium nitrate shall obtain certain information upon its distribution, and keep that information for at least 2 years. Provides that any retailer of ammonium nitrate may refuse to sell ammonium nitrate to any person attempting to purchase ammonium nitrate (i) out of season, (ii) in unusual quantities, or (iii) under suspect purchase patterns. Effective July 1, 2007.
Amends the School Code. With respect to deactivation and reactivation of a school facility, removes references to the regional superintendent of schools from the notice of referendum form.
