Amends the Acupuncture Practice Act. Makes a technical change in a Section concerning activities exempt from the application of the Act.

Amends the Public Community College Act. Makes a technical change in a Section concerning the Illinois Community College Board.
Amends the Methamphetamine Control and Community Protection Act. Creates the offense of methamphetamine trafficking. Provides that a person commits the offense when he or she knowingly brings, or causes to be brought, into this State anhydrous ammonia or a methamphetamine precursor for the purpose of manufacture or delivery or with the intent to manufacture or deliver methamphetamine that is not authorized by the Act. Provides that a person convicted of the offense shall be sentenced to a term of imprisonment of not less than twice the minimum term and not more than twice the maximum term of imprisonment based upon the amount of methamphetamine or methamphetamine precursor or anhydrous ammonia brought or caused to be brought into this State. Effective immediately.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires the Department of Public Health to develop educational materials on meningitis for distribution in elementary and secondary schools. Effective immediately.
Proposes to amend the General Provisions Article of the Illinois Constitution. Provides that only a union of one man and one woman shall be valid or recognized as a marriage in this State. Provides that this State and its political subdivisions shall not create or recognize a legal status similar to that of marriage.
Proposes to amend the Legislature Article of the Illinois Constitution. Provides that no bill that has the effect, directly or indirectly, of diverting money from the Road Fund shall become law without the concurrence of at least three-fifths of the members elected to each house.
Requires the Governor and the Department of Public Health to provide full disclosure of how the current appropriations to the Illinois Regenerative Medicine Institute are being spent and upon awarding the grants, disclose all information regarding the grantees, the process by which these grantees were selected, as well as the information on those grant applications that were rejected and the reasons why those applications were rejected; disclose any and all other information pertinent to the status and operation of the Institute; and to require any future appropriation to the Institute to be approved by the General Assembly as a stand alone appropriation.
Creates the Joint Task Force on Meat and Poultry Inspection to review current law and regulations pertaining to the licensing and regulation of meat and poultry processors and slaughterers and determine whether changes are warranted in the licensing and regulation of these entities.
Calls on the Illinois congressional delegation to take action to review and amend the federal No Child Left Behind Act of 2001 and urges the U.S. President and Congress to fully fund the requirements of the Act.
Creates the Public Support Standards for Biomedical Research Act. Provides that the State, units of local government, school districts, and community college districts may not use or allow the use of public funds, property, or credit for certain human cloning activities. Preempts home rule. Effective immediately.
