Creates the New Harmony Bridge Compact Act and the New Harmony Bridge Commissioners Act. Contains a statement of legislative findings and purpose. Provides that no later than January 1, 2014, the Governor, by and with the advice and consent of the Senate, shall appoint 3 commissioners to enter into a compact on behalf of the State of Illinois with the State of Indiana to create the New Harmony Bridge Bi-State Commission to effectuate the rehabilitation and maintenance of the New Harmony Bridge. Contains provisions concerning the membership, powers, and duties of the Commission. Provides that the commissioners shall serve without compensation, but shall be entitled to be reimbursed for the necessary expenses incurred in the performance of their duties. Provides that the compact shall expire 5 years after the date it becomes effective, or upon conveyance of the New Harmony Bridge to a private entity, whichever date is earlier, unless the legislatures of the compacting States authorize an extension of the terms of the compact. Effective immediately.
Amends the Boat Registration and Safety Act. Provides that inner tubes and float tubes are not considered watercraft for purposes of this Act. Effective immediately.

Amends the Criminal Code of 2012. Provides that the waiting period for withholding delivery of a firearm after application for its purchase has been made does not apply to the transfer of an operable firearm in exchange for another operable firearm. Effective immediately.
Amends the Pyrotechnic Use Act. Repeals a provision prohibiting the sale and use of fireworks. Provides that fireworks may only be discharged by individuals over the age of 18. Provides that fireworks may only be discharged between the hours of 9:00 a.m. to 11:00 p.m. except on Memorial Day, Independence Day, Labor Day, and New Year's Eve.
Amends the Illinois Municipal Code. Creates a tax increment allocation financing extension for an ordinance adopted on December 22, 1992 by the City of Fairfield. Effective immediately.
Amends the Prevailing Wage Act. Provides that the term "public works" does not include work done for a project used in production agriculture as defined in the Use Tax Act. Effective immediately.
Amends the Illinois Funeral or Burial Funds Act. Removes a provision allowing the State Comptroller to refuse to issue, suspend, or revoke a license if an applicant or licensee engages in a lockout, as defined in the Employment of Strikebreakers Act, and the Comptroller has reason to believe the lockout is negatively impacting the consumer.
Amends the Criminal Code of 2012. Provides that a public officer or public employee or dealer selling any firearm in the State may not enforce or attempt to enforce any act, law, statute, rule, or regulation of the United States government relating to a personal firearm, firearm accessory, or ammunition that is owned or manufactured commercially or privately in Illinois and that remains exclusively within the borders of Illinois. Provides that any official, agent, or employee of the United States government who enforces or attempts to enforce any act, order, law, statute, rule, or regulation of the United States government upon a personal firearm, a firearm accessory, or ammunition that is owned or manufactured commercially or privately in Illinois and that remains exclusively within the borders of Illinois is guilty of a Class 4 felony for which the sentence shall be a term of imprisonment for not less than one year or more than 3 years, a fine of not more than $5,000, or both. Provides that any federal law, rule, regulation, or order created or effective on or after January 1, 2014 shall be unenforceable within the borders of Illinois if the law, rule, regulation or order attempts to: (1) ban or restrict ownership of a semi-automatic firearm or any magazine of a firearm; or (2) require any firearm, magazine, or other firearm accessory to be registered in any manner. Effective immediately.
