Amends the Boat Registration and Safety Act. Provides that, in cases involving death or personal injury, the failure of the operator of a watercraft involved in an accident to remain at the scene as required by the Act is a Class A misdemeanor. Provides that a person who has failed to remain at the scene of an accident involving death or personal injury as required by the Act must, within a specified time, report specified information concerning the accident at a police station or sheriff's office near the location where the accident occurred. Provides that failure to comply with this reporting requirement is a Class 4 felony in a case not involving the death of a person and a Class 2 felony in a case involving the death of a person. Provides that, if the defendant is sentenced to a term of imprisonment in a case involving the death of a person, the term shall be not less than 3 years and not more than 14 years. Provides for mandatory suspension of watercraft operation privileges under specified circumstances. Increases penalties for reckless operation of a watercraft. Provides that penalties for operating a watercraft under the influence also apply if a person is in actual physical control of a watercraft. Provides that a second or subsequent violation of operating a watercraft while watercraft operating privileges are suspended is a Class 4 felony. Amends the Unified Code of Corrections. Provides that a person may not receive court supervision more than once for operating a watercraft under the influence. Makes other changes.

Endorses the changing of the Federal Meat Inspection Act to allow state-inspected meat and poultry plants to ship their products across state lines in this State and in other states where "equal to" state inspection programs operate.
Amends the Mental Health and Developmental Disabilities Confidentiality Act. Authorizes disclosure of the records of a recipient of mental health or developmental disability services during the course of an assessment authorized by the Abuse of Adults with Disabilities Intervention Act. Effective immediately.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a person or entity may not print an individual's social security number on an insurance card that is used to establish the eligibility of an individual or his or her dependents to receive health, dental, optical, or accident insurance benefits, prescription drug benefits, or benefits under a managed care plan or a plan provided by a health maintenance organization, a health services plan corporation, or a similar entity. Provides that existing insurance cards with an individual's social security number must be replaced with insurance cards without the individual's social security number. Provides that a violation constitutes an unlawful practice within the meaning of the Act. Effective January 1, 2005.
Amends the Use Tax Act. Provides that "gasohol" means motor fuel that is at least (now, no more than) 90% gasoline and no more than (now, at least) 10% denatured ethanol that contains no more than 1.25% water by weight. Effective immediately.
Amends the Women's Business Ownership Act. Provides that the Act is repealed on September 1, 2008 (now September 1, 2004). Effective immediately.
Amends the Community Senior Services and Resources Act. Authorizes the Director of Aging to accept monetary bequests and gifts for deposit into the Community Senior Services and Resources Fund. Directs the Department on Aging, in conjunction with the Community Senior Services and Resource Center Advisory Committee, to design an awareness campaign that can be implemented by senior services and resource centers at their individual expense. Effective immediately.
Amends the Community Health Center Expansion Act. Provides for an additional 3 years of funding (after an initial 3-year grant) for community health centers through grants from the Department of Public Health, subject to appropriation. Provides for funding at a level of 50% of a grantee's third-year-grant amount under the initial grant. Requires that such community health centers demonstrate continued financial need. Effective immediately.
Amends the Illinois Vehicle Code. Provides that the fine for failing to follow proper procedures upon entering a construction or maintenance zone is not less than $100 (as well as not more than $10,000). Deletes language providing that a person charged with that offense or with failing to follow proper procedures on approaching an authorized emergency vehicle must appear in court to answer the charges. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning the State aid formula.
